To achieve the above goals, Lao Cai has proposed a series of key solutions and tasks:
Raising public awareness
Lao Cai will implement a comprehensive communication strategy, diverse in content, form and platform to raise awareness, create social consensus, and promote the development of science , technology, innovation and digital transformation. Movements and competitions such as "Digital Learning", "Digital Literacy for All", "Competition for Creativity - Innovation - Digital Transformation" will be launched to arouse the spirit of learning and improve digital capacity in the whole society. Integrate the goals and targets of science, technology, innovation and digital transformation into the work plans and operating programs of the People's Committees, agencies and units at all levels. The responsibility for propaganda will be specified for each department, branch and locality.
Perfecting institutions, mechanisms and policies
The province will review and comprehensively evaluate the system of provincial-level legal documents to ensure consistency and consistency with the Central Government's policies, promptly amend or issue new ones to create a favorable legal corridor. In particular, it will build a legal corridor for testing, connecting and protecting data, establishing a mechanism for sharing and exploiting interconnected data and guiding the implementation of personal data protection according to the Law on Personal Data. Develop mechanisms and policies to promote the development of science, technology, innovation and digital transformation in the province in the period of 2025-2030. The provincial-level controlled testing mechanism (sandbox) will be deployed in priority areas such as AI, blockchain, open data, autonomous vehicles, digital education and healthcare, agriculture and smart transportation.
Mobilizing and effectively using resources
Lao Cai commits to allocating at least 3% of the total local budget expenditure for science, technology, innovation and digital transformation. In addition, the province will mobilize non-budgetary resources, establish a non-profit Innovation Support Fund, and encourage businesses to contribute. The development of an innovation ecosystem will be implemented through policies to support high-tech enterprises, creative startups, and “Make in Lao Cai” products and solutions.
Breakthrough in digital infrastructure and database
The province prioritizes investment in three key digital infrastructure groups: Intelligent Operations Center (IOC), Information Security Monitoring Center (SOC), and Provincial Open Data Portal and Database. A synchronous and modern digital infrastructure will be built to serve digital government, smart cities, and digital economy, including deploying 5G networks and completing broadband infrastructure. Lao Cai will also build a strategic data warehouse, a shared provincial data warehouse, and standardize data catalogs and sharing mechanisms. Smart cities will be piloted in eligible locations.
Developing digital government, online public services and administrative reform
The provincial electronic document management and administration system will be modernized, ensuring national connectivity and coverage at the commune level. The entire internal public service processing process will be standardized and digitized, with a unified provincial-level operating platform. Public services will be modernized, integrated into the National Public Service Portal, exploiting population data to shorten the process and integrating digital payments, authentication with VNeID. Digital signatures will be 100% popularized for officials, civil servants, public employees and support for the people.
Development of digital economy and digital society
The plan sets a goal of universalizing electronic identification and digital payment accounts, ensuring that by 2030, every citizen will have at least one electronic account and a digital identification method. VNeID electronic identification will be universalized, especially for disadvantaged groups, integrating health insurance and social insurance information. The province will also improve digital business capacity for local enterprises, universalize electronic health records, and deploy a comprehensive digital education platform.
Developing science and technology potential
Lao Cai will improve the system of public science and technology organizations towards streamlining and efficiency, investing in facilities for key organizations. Science and technology tasks will originate from practical needs, have clear application addresses and increase the proportion of tasks with commercialization potential.
Business Development and Innovation
The province will develop an Innovation Support Center, upgrade facilities, and build incubation and consulting functions. Flexible financial tools such as the Innovation Support Fund will be built. Annual events such as the “Lao Cai Innovation and Technology Festival” and the “Creative Ideas - Digital Startup Lao Cai” competition will be held to search for and incubate new ideas.
Human resource development and digital skills training
Lao Cai will deploy and operate a free online learning platform to disseminate digital skills to citizens, officials and civil servants. Intensive training programs on digital governance and AI applications will be organized for leaders and officials. The province will also strengthen human resources for digital transformation, build a network of multidisciplinary experts, and maintain the effective operation of community digital transformation teams in 100% of communes and wards.
Safety, cybersecurity and personal data
The plan emphasizes ensuring the safety and security of the entire provincial information system, organizing periodic assessments, and attaching information security assessments to all new information technology projects. The organizational model, personnel, and operating regulations of Lao Cai province's SOC will be completed to monitor information security 24/7. Provincial personal data protection regulations will also be developed and issued.
Organization, coordination, monitoring and evaluation
The province will establish and perfect the apparatus of the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation Development, along with a working group and a provincial advisory council. A quantitative and transparent assessment tool for implementation results through a set of indicators will be developed, linking the assessment results with emulation - reward work and staff assessment. A system to monitor and supervise the progress of implementing the goals and tasks of this Plan will also be developed.
International cooperation, regional linkage and integration
Lao Cai will expand cooperation with Yunnan Province (China) in developing digital technology application models, implementing projects on logistics, traceability, payment and tourism. Research and inter-provincial cooperation in the Northwest region on digital transformation, data sharing and IT human resource development are also a focus. The province will also expand international relations to mobilize technical assistance, funding and experience sharing with international organizations such as UNDP, KOICA, JICA, VINN, NIC.
Plan No. 66/KH-UBND demonstrates Lao Cai's strong determination to seize opportunities from the 4.0 industrial revolution, creating a solid foundation for the province's comprehensive and sustainable development in the coming period.
