After an urgent, serious, innovative, and scientific working session, on the afternoon of September 13, the Symposium "Digital Literacy - Digital National Assembly: Digital Knowledge and Skills Framework for the Modern National Assembly" completed its proposed program.
General Secretary To Lam - Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, attended and delivered a speech at the Conference.
Politburo member and National Assembly Chairman Tran Thanh Man chaired the Conference.
The conference used a thematic video for the first time instead of a report, introducing a digital skills framework, illustrating how AI supports parliamentary work; introducing Chat GPT, clarifying key contents and specific solutions to effectively implement the movement "Digital Education for All - Digital National Assembly" in the coming time.
Spreading digital knowledge and skills throughout society
In his closing speech at the Conference, National Assembly Chairman Tran Thanh Man stated that the National Assembly has upgraded and deployed the application “National Assembly 2.0” with remarkable improvements with the active and enthusiastic support of the Ministry of Science and Technology, the Military Industry and Telecommunications Group (Viettel) and the support of a group of Singaporean experts.
The implementation of the “National Assembly 2.0” application at the 9th regular session was quite successful. From being unfamiliar, up to now, most of the cadres, civil servants, and public employees at the Nationalities Council, the National Assembly Committees, and National Assembly deputies have used the “National Assembly 2.0” application, applying AI artificial intelligence to their work. This is an extremely important change in terms of awareness and action.

Stating that this result is only the first step, the National Assembly Chairman emphasized the need to continue implementing it in a methodical manner in the coming time as directed by General Secretary To Lam.
The Ethnic Council, Committees, and Departments within the National Assembly continue to train, study, and research these topics; continue to train National Assembly deputies, National Assembly delegations, and People's Councils at the provincial and communal levels.
Along with that, quickly issue the official Digital Skills Knowledge Framework, curriculum, lectures, deploy, and train the right people, right needs. The curriculum must be built to be easy to understand, easy to remember, easy to implement. At the same time, develop electronic curriculum, online lectures, learning applications on mobile applications, deploy to the People's Councils at the provincial and communal levels.
In addition, integrating into the national digital platform for unified management recognizes learning outcomes as a criterion for assessing the level of task completion of cadres and party members associated with emulation and reward work.
The National Assembly Chairman noted that the National Assembly Office should continue to coordinate with the Central Propaganda and Education Commission, the Ministry of Science and Technology, the Ministry of Education and Training, and localities to organize peak campaigns to disseminate and foster digital skills and strengthen inspections, not only to improve the quality of National Assembly deputies and National Assembly staff but also to spread digital knowledge and skills throughout society.
Party committees, authorities, and mass organizations from the central to local levels study and consider this an important task closely linked to administrative reform.
The National Assembly Chairman hopes that the Ministry of Science and Technology, Viettel Group, and Singaporean experts will continue to support the completion of the digital National Assembly as well as the application of artificial intelligence (AI); investment in digital infrastructure, especially machinery and transmission equipment...
"All cadres, civil servants, and public employees of National Assembly agencies, National Assembly deputies, and People's Councils at provincial and communal levels must take drastic action for this cause to succeed," the National Assembly Chairman emphasized.
Realizing the aspiration of comprehensive digital transformation
Presenting a general report on the implementation of the "Digital Popularization - Digital National Assembly" Movement, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy said that the National Assembly Party Committee has directed the completion of the initial development of the Digital Transformation Knowledge Framework, digital skills and digital learning materials; building a Digital Popularization platform, integrated with the Digital National Assembly platform...
The "Digital Popular Education - Digital National Assembly" platform has all the functions of an online learning management system, operating on both mobile and web platforms; learning anytime, anywhere; customizable, measurable, and evaluable; meeting technical standards; scalable, and interconnected.

The Chairman of the Committee on Science, Technology and Environment affirmed that in the coming time, the assigned agencies will continue to develop textbooks, lectures and the "Digital Education for All - Digital National Assembly" platform; organize training, fostering and coaching classes according to the roadmap; promptly provide basic and practical digital knowledge and skills to learners, striving to complete and exceed the set goals and targets.
At the same time, review, evaluate, update learning materials and upgrade the Digital Popular Education platform to truly become a powerful support tool for learners to self-study, share, and cultivate digital transformation knowledge and digital skills, contributing to the formation of digital thinking, digital culture, and nurturing a culture of innovation and creativity; gradually contributing to building the National Assembly's digital learning ecosystem.
The scope of application of the "Digital Popularization - Digital National Assembly" Movement can be expanded to People's Councils at all levels, while connecting and communicating with the national Digital Popularization platform, contributing to spreading digital transformation knowledge and digital skills to voters, people and the whole society.
On behalf of the agencies assigned to implement the Movement "Digital Education for the People - Digital National Assembly," Chairman of the Committee for Science, Technology and Environment Le Quang Huy affirmed that he will seriously organize the implementation of the direction of General Secretary To Lam and the tasks assigned by Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man with the highest determination to implement this movement, realize the aspiration for comprehensive digital transformation in the activities of the National Assembly, contribute to building a digital National Assembly, and accompany the strong development of the country in the new era./.
