This morning, General Secretary To Lam met with representatives of veteran revolutionaries, pre-insurrectionists, Vietnamese Heroic Mothers, generals, and Heroes of the People's Armed Forces, on the occasion of the 78th anniversary of War Invalids and Martyrs Day, the 80th anniversary of the successful August Revolution, and National Day September 2.
At the meeting, the General Secretary spent part of his speech talking about national defense building and development.

The General Secretary said that the political, economic, war, conflict, and socio-political disagreements are happening very quickly and complicatedly on a global scale. Meanwhile, peace , stability, and sustainable development are becoming fragile in the face of strategic friction between major countries; independence, territorial integrity, national sovereignty, and national interests are always threatened.
Theories on the use of military force and new forms of warfare are taking place in all regions and are practical lessons that our Party, Army, and people must pay attention to and handle.
The General Secretary analyzed new forms such as border conflicts, trade wars, cyber wars, all areas have the risk of conflict and war, "we want peace, want to strengthen peace but must prepare in advance, must be very proactive for these issues...".
From here, the General Secretary made it clear that regardless of the form of war, we must prepare in advance and be proactive in order to win. If we want peace, stability, and to protect the country's sovereignty, there is no other way but to have a revolutionary, disciplined, elite, and modern people's armed force.
"The task of building a strong army and winning every war is an urgent requirement," the General Secretary affirmed.


Modernize many types of weapons
Outlining the tasks of the Army, the General Secretary emphasized the need to perform well the function of strategic advice to the Party and State on military and national defense. Regularly grasp and accurately forecast the situation, promptly advise the Party and State to flexibly and effectively handle situations, avoid being passive or surprised, and firmly protect territorial sovereignty...
Actively research wars and conflicts in the world, the region and the country's reality, propose many major policies and strategies to meet the task of protecting the Fatherland both in the short and long term.
The Army's organizational system has reduced 2 army corps, 1 general department, 3 general department level and equivalent focal points, 37 department, division level and equivalent focal points, and nearly 300 departments. It has reduced 29 provincial military commands, 44 provincial border guard commands, and 694 district military commands; and newly established about 140 regional defense commands and 30 border guard commands.
The General Secretary assessed that the implementation of the adjustment of the force organization is tight, scientific, and on schedule. To date, 3,902 organizations have been adjusted to be lean, compact, and strong.
The General Secretary said that the Central Military Commission and the Ministry of National Defense have plans to deploy a number of new units...
The army closely coordinates with ministries, branches and localities to mobilize the strength of the entire political system and the entire people, building a solid national defense, defense of military zones and defense areas at all levels. Building a strong and widespread militia and self-defense force, with a large reserve force, trained and managed closely.
According to the General Secretary, many key projects and works with the participation of the Army have achieved high quality, fast speed, and ensured requirements.
The overall quality, strength, level, and combat readiness of the entire army have been improved, meeting the requirements of the task of protecting the Fatherland in the new situation. Strictly manage and control the airspace, sea, border, inland, and cyberspace.
The army successfully organized many large-scale exercises, using many forces and weapons, meeting the task of protecting the Fatherland in new conditions...
The General Secretary also said that training and education work has many innovations, is close to reality and new forms of combat, and masters modern weapons and equipment in the establishment.
Successfully and safely trained and organized the parade to celebrate the 70th anniversary of Dien Bien Phu Victory and the 50th anniversary of National Reunification Day...

The upcoming 80th National Day celebration, the General Secretary said, will demonstrate part of the Army's strength through equipment and coordination to report to the people and introduce to international friends.
International integration and defense diplomacy have been carried out actively, proactively, flexibly, practically and effectively; continuing to be a bright spot in the pillars of Party foreign affairs, State diplomacy, and people-to-people diplomacy...
The army also masters technology, produces, manufactures, repairs, improves, and modernizes many types of weapons, equipment, and high-tech defense products. The General Secretary believes that the defense policy of self-reliance, autonomy, and self-reliance plays an important role in the current context.
The General Secretary spoke about the Vietnam Military Museum - a place that permanently preserves hundreds of thousands of artifacts and documents related to the history of the birth, fighting, victory and growth of the Army. To date, there have been nearly 3 million visitors, including about 20,000 international visitors. The museum has become a "red address" for the Vietnamese people and international friends.
The Central Military Commission also decided to build a group of monuments to international cooperation. The General Secretary hopes that this will be an address for people from all over the country to visit when they come to the capital, and to organize annual meetings on major holidays.
