Ms. Nguyen Hong Chi - Deputy Director of the Thang Long - Hanoi Heritage Conservation Center - spoke about the value of Kinh Thien Palace at the international scientific conference "Protecting and promoting the value of world heritage: Community-based approach for sustainable development", taking place on May 21 in Hanoi.
The workshop was organized by the Ministry of Foreign Affairs , the Vietnam National Commission for UNESCO in coordination with the UNESCO Office in Vietnam and the Hanoi People's Committee.
To rely on the community, civil rights must be guaranteed.
At the workshop, representatives of the World Heritage Management Agency of Vietnam shared stories of community participation in preserving and promoting the heritage values of these heritages.
Delegates affirmed that over the years, Vietnam has created conditions for people to participate in the process of preserving and promoting heritage values in a proactive and positive manner in many different forms. Thang Long Imperial Citadel has become a space to organize a series of educational and experiential activities for students.
In Hoi An, people are supported with funds to renovate and embellish valuable houses and people are very supportive and join hands to preserve the heritage because it is a sustainable livelihood for the people.
Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong said Hoi An ancient town could not have been preserved intact as it is today without the support of the local community. Construction regulations in Hoi An sometimes exceed the general regulations of the construction law but are always supported by the people.

In Hue, the community, especially the community of traditional craftsmen, has contributed greatly to the restoration of many works in the Hue ancient capital relic complex such as Thai Hoa Palace and Kien Trung Palace.
These workers contributed greatly to turning the ancient capital of Hue, which was almost a ruin after the war and subsidies, into the world heritage it is today.
Mr. Lazare Eloundou Assomo - Director of UNESCO's World Heritage Center - stated that in order to rely on the community in protecting and promoting world heritage, managers must listen to the people, give them the right to speak up, and ensure the welfare of local people "because without that community, there would be no heritage we have today".

Restoration of the Zodiac axis and the main space of Kinh Thien Palace
Ms. Nguyen Hong Chi - representative of the Thang Long - Hanoi Heritage Conservation Center - said that the Thang Long Imperial Citadel was recognized as a world heritage site in 2010. This place has the Kinh Thien Palace - a symbol of supreme power of the Dai Viet Dynasty, spanning from the 11th to the 18th century.
Kinh Thien Palace is not only an important physical space but also carries profound spiritual and philosophical values in Eastern thought, especially the doctrine of Heaven - Earth - Human, symbolizing the longevity of the nation and the prosperity of the people.
It not only has historical and architectural value, but is also a place where intangible cultural values converge.
This is the space for holding national ceremonies, major ceremonies, and major policy decisions of the country.
Over the past 15 years, the Thang Long - Hanoi Heritage Conservation Center has conducted research on intangible cultural values and restorations, such as reenacting the ceremony of worshipping the Kitchen Gods, the pole-raising ceremony, and the fan-giving ceremony in the royal court on the occasion of the Duan Ngo Festival...
However, re-enacting these rituals faces difficulties in terms of space for ritual practice. Because Kinh Thien Palace no longer exists, and the core space of the central Hoang Dao axis is also very limited.
Over the past years, the Thang Long - Hanoi Heritage Conservation Center has researched and restored Kinh Thien Palace, receiving support from many scientists.
Recently, at the 46th session in India in 2024, the World Heritage Committee unanimously agreed on the vision and direction of research to preserve and restore the Hoang Dao axis and the main space of Kinh Thien Palace at Thang Long Imperial Citadel.
"This is an important step forward in the work of preserving, restoring and promoting the value of the Thang Long Imperial Citadel heritage site," said Ms. Hong Chi.
Currently, the Thang Long - Hanoi Heritage Conservation Center is dismantling the artillery house and conducting archaeological excavations under the foundation of this house under the archaeological license of the Ministry of Culture, Sports and Tourism, serving the Kinh Thien Palace restoration project.
