On the morning of June 19, informing about the direction to develop a plan to reorganize and arrange public service units according to the 2-level local government model, comrade Vu A Bang, Vice Chairman of the People's Committee of Dien Bien province, said: The People's Committee of Dien Bien province has issued Official Dispatch No. 2344/UBND-KT dated May 28, 2025 directing relevant agencies and units to develop a plan to arrange, assign personnel, transfer finance and assets of the Provincial ContinuingEducation Center and District-level Vocational Education-Continuing Education Centers to establish 4 regional Vocational Education-Continuing Education Centers, under the Department of Education and Training.

Directing the review and development of plans to reorganize and arrange the apparatus, personnel, finance, and assets of the Project Management Boards and Land Fund Development of districts and towns; Project Management Boards, Land Fund Development Center of Dien Bien Phu city and Dien Bien district to establish 5 Project Management Boards and Regional Land Fund Development under the Provincial People's Committee.

Issue Official Dispatch No. 2443/UBND-KT dated June 2, 2025 directing agencies, units, and localities according to their functions, tasks, and scope of management to urgently develop plans to arrange public service units by industry and field.

Specifically, including: Transferring the status quo of educational institutions from preschool to junior high school under the management of the district-level People's Committee to the provincial-level People's Committee after the management arrangement. Arranging health stations at the commune level in the direction of maintaining health stations at the commune level under the Health Center as at present or rearranging health stations in current communes into health stations at the commune level after the arrangement and having health points in the old communes to serve the people.

Arrange and reorganize district-level agricultural service centers and the Dien Bien Phu City General Economic Service Center into units under the management of the Department of Agriculture and Environment and have a network system for providing public career services according to inter-commune areas.

The Provincial Radio and Television Station (now merged with Dien Bien Phu Newspaper) will take over the functions and tasks of providing media career services from the current district-level Cultural, Radio and Television Centers to provide services in the inter-commune area.

Establish a General Service Center under the People's Committee at the commune level after reorganization to provide cultural and sports career services (based on the functions and tasks of the current district-level Cultural, Radio and Television Center) and other basic and essential public career services in the commune.

End the operation of the Urban Order Management Team, at the same time transfer the functions, tasks and arrange and assign the current number of employees of the Team according to the Project on rearranging and reorganizing commune-level administrative units that has been agreed upon in principle by the Provincial Party Executive Committee in Notice No. 1580-TB/TU dated April 27, 2025.

At the same time, the Provincial People's Committee has issued documents to disseminate, thoroughly grasp and direct the implementation of Official Dispatch No. 09/CV-BCĐ dated May 30, 2025 and Official Dispatch No. 10/CV-BCĐ dated June 3, 2025 of the Government Steering Committee on temporary orientations for staffing when implementing the arrangement of administrative units and organization of 2-level local governments; implementing Official Dispatch No. 11/CV-BCĐ dated June 4, 2025 of the Government Steering Committee guiding the standards for new commune-level civil servant titles.
