On the basis of effectively implementing Decrees No. 101/2017/ND-CP and 89/2021/ND-CP on training and fostering of cadres, civil servants and public employees, every year, the Provincial People's Committee develops, approves and implements many annual and phased training plans, ensuring that they are closely linked to practical requirements and new tasks in the process of promoting industrialization, modernization and international integration.
Regarding the scale of training, in the period of 2019-2024, the whole province has approved 666 domestic training and development courses, with more than 43,867 trainees participating and a total budget of about 133 billion VND. At the same time, departments, branches and localities have also proactively developed plans for in-depth training and development, rich in content, meeting the requirements of job positions; thereby, the total number of cadres, civil servants and public employees sent for training and development reached 158,674.
Entering 2025, the Provincial People's Committee issued Decision No. 362/QD-UBND dated February 12, 2025 approving the Provincial Training and Development Plan for cadres and civil servants in 2025; accordingly, 62 training and development courses with a total of 3,757 trainees were approved. The training courses were assigned to agencies and units to take charge of developing a plan to organize the courses and implement them according to regulations.
In parallel with regular training, Quang Ninh province has previously implemented Project 293 “Training, fostering, improving the quality and comprehensively developing human resources in Quang Ninh province by 2020”. Accordingly, from 2015-2020, 702 training courses were conducted at home and abroad, attracting 39,577 participants, with a total organization budget of more than 261,951 million VND.
Training and development content is always renewed and diversified, including: political theory, knowledge, state management skills; professional skills according to leadership and management title standards; skills in mass mobilization, administrative reform, digital transformation and application of information technology. This diversity helps the team of cadres, civil servants and public employees to be both solid in theory and good in practice, ready to meet the increasingly high requirements of public service.
Along with expanding the scale and content, budget investment for training is also prioritized. The average annual budget allocation always ensures sufficient conditions for implementation according to the plan, while encouraging units to proactively coordinate with reputable training institutions, taking advantage of socialized resources to improve the efficiency of state budget use.
Implementing the policy of streamlining the payroll, the Provincial People's Committee also focuses on consolidating and streamlining the organization and improving the quality of advisory work. This creates motivation and a favorable environment for cadres, civil servants and public employees after training to have the opportunity to rub shoulders and perform tasks, thereby promoting their trained capacity and qualities. It is known that in the period of 2015-2021, the province has reduced 555 civil servants and 2,280 people working on state budget salaries. In 2022, it will continue to reduce 480 targets of people working on state budget salaries compared to 2021. In 2024, it will reduce 1,008 targets of people working on state budget salaries compared to 2022.
Quang Ninh province is researching and building a system to evaluate and assess the training quality of training courses, closely linking training results with job requirements. In the coming time, the province will continue to improve the coordination mechanism between departments, branches, localities and training institutions; prioritize investment in infrastructure and technology to support online training, improve access to high-quality programs for staff in remote areas. At the same time, strengthen international cooperation so that Quang Ninh officials, civil servants and public employees can access prestigious training programs and seminars in the world , contributing to spreading the spirit of innovation and creativity in management and serving the people.
With the determination to make training and fostering of cadres, civil servants and public employees a bright spot in human resource development, Quang Ninh aims to further improve the capacity, quality, professionalism and responsibility of its staff, ready to meet the requirements of new tasks in the period of integration and sustainable development.
