The Ho Chi Minh City People's Committee requested units to direct relevant departments, branches and organizations to follow the motto of "going to every alley, knocking on every door, checking every subject" in organizing and implementing the vaccination campaign to achieve measles vaccine coverage, contributing to early control of the epidemic situation.
On September 6, the Ho Chi Minh City People's Committee sent a document to the Department of Health, Department of Education and Training; Department of Labor, Invalids and Social Affairs, Thu Duc City People's Committee and districts on the implementation of a measles vaccination campaign in Ho Chi Minh City in 2024.
Accordingly, the People's Committees of districts, towns and Thu Duc City develop plans and organize the implementation of measles vaccination campaigns for children aged 1-10 who are living and studying in the area; prioritize screening and vaccination for children in areas with frequent population fluctuations and social protection facilities; can deploy many vaccination points to increase people's access to the campaign, effectively using the provided vaccine source in the shortest time.

Direct the People's Committees of wards, communes, towns and departments, branches, and organizations (local police, neighborhood and hamlet management boards, and community health collaborator networks) in the area to proactively coordinate with health stations to review, make lists, provide information, propagate, and mobilize people to bring children from 1-10 years old who have not been fully vaccinated to get vaccinated against measles-rubella (regardless of permanent and temporary residence), focusing on family children and children in social assistance facilities.
Direct the Department of Education and Training, the Department of Labor, Invalids and Social Affairs to coordinate with the health center to organize vaccination campaigns at educational institutions and social assistance facilities in the area to ensure measles vaccine coverage as soon as possible. Direct the health center to update vaccination information into the National Immunization Information System immediately after vaccination and during the day.
On the same day, the Ho Chi Minh City Department of Health sent a document to the Department of Culture and Society , Ho Chi Minh City People's Council on organizing the supervision of the responsibility for implementing epidemic prevention activities of the People's Committees of districts, Thu Duc City and related departments, branches and sectors in accordance with the direction of the City's Steering Committee for Epidemic Prevention.
According to the Department of Health, the measles outbreak was not beyond the health sector's forecast due to the impact of the Covid-19 epidemic and when the measles vaccine supply was interrupted for a period of time in 2023, especially when the results of the Department of Health's community immunity survey showed that the rate of children with antibodies was only 70% or less (while this rate must reach 95% to prevent an epidemic).
With the number of measles cases continuously increasing in 3 months (May to August), on August 27, the Chairman of the Ho Chi Minh City People's Committee officially announced a measles epidemic in the whole city, along with this announcement, the Measles Prevention Plan was issued to all People's Committees of districts and Thu Duc City. This plan focuses on 2 important groups of activities: a measles vaccination campaign to increase community immunity to help control the epidemic early and a campaign to protect children in high-risk groups to minimize deaths from measles.
However, by the end of August 29, 2024, localities reported that they had compiled a list of 271,036 children aged 1 - 5 years old, this number is only equivalent to about 62% of the number of children in Ho Chi Minh City on the National Immunization Information System (437,412 children). The general review of children actually living in districts, towns, and Thu Duc City is very important for the success of the measles vaccination campaign in the Measles Prevention and Control Plan, currently up to 17 districts have only screened less than 80% of the children on the system.
The districts with screening rates below 50% are Tan Binh (50%), Binh Thanh (46.9%), Cu Chi (42.3%), and Go Vap (33.5%). In addition, out of 271,036 children listed, 54,861 have not received all their vaccinations. However, in the first 5 days of the campaign, only 16,164 children were vaccinated (29%). More worryingly, districts with many cases but low vaccination progress include Binh Tan (10%), Thu Duc (24%).
