
Difficult problem
On July 12, 2025, the Prime Minister signed and issued Directive 20 on a number of urgent and drastic tasks to prevent and resolve environmental pollution. It requires the development and supplementation of mechanisms and policies and a specific roadmap to relocate polluting production facilities to concentrated production areas according to planning by 2028 to ensure waste treatment according to regulations. Relocating and separating residential areas from production areas is a fundamental solution to prevent environmental pollution. However, to effectively relocate, appropriate mechanisms and implementation roadmaps are needed.
Quan Toan Steel Industrial Cluster, Hong Bang District (now Hong An Ward) was established in the 90s. Previously, the population in this area was sparse, located in the suburbs of the city, but now it has become an urban area, the population is growing more and more crowded. Although many businesses here have applied measures to reduce environmental pollution, they cannot avoid problems such as smoke, dust, noise and other problems due to the production characteristics of the heavy industrial zone. In fact, there have been environmental incidents here.
On December 10, 2024, the City People's Committee issued Document No. 2742/UBND-QH directing the implementation of urban renovation and reconstruction in factory, enterprise, and warehouse areas in the (old) districts after relocation.
The City People's Committee directs relevant localities to continue reviewing statistics, assessing the current status in detail (scale, location, duration of use), developing plans and organizing relocation; at the same time, researching and proposing construction investment projects to serve urban renovation and embellishment for areas included in the relocation review list by the end of 2025.
According to the review by the Department of Construction in October 2024, 8 enterprises in the Quan Toan steel industrial cluster with a total area of 50 hectares of land will be relocated to serve urban reconstruction and beautification in 2025.
In Hong Bang and Hong An wards, there are more than 160 hectares of production facilities and warehouses that the authorities have proposed to relocate in 2 phases. In the period up to 2025, it is proposed to relocate facilities located interspersed with residential areas in the wards: Minh Khai, So Dau, Hung Vuong (now Hong Bang ward) and Quan Toan steel industrial cluster (now Hong An ward). This is an area with many production facilities causing environmental pollution, which need to stop operating and relocate to concentrated industrial parks and clusters to speed up the urban beautification process. In the period 2026 - 2030, consider relocating factories, ports, and warehouses adjacent to the Cam River in the Ha Ly area (Hong Bang ward) and Quan Toan area (Hong An ward).
In Kien An and Phu Lien wards, in the period of 2026 - 2030, consider relocating concentrated facilities in Quan Tru and Ngoc Son industrial clusters, which are areas of factories, ports, and warehouses adjacent to Lach Tray River. Similarly, the remaining wards also develop a relocation roadmap for production facilities in residential areas.
Need to clarify support mechanism and relocation roadmap
As of October 2024, the Department of Construction has identified about 417 production facilities and factories that need to be relocated in 5 districts in the city center, now 10 wards. Specifically, Ngo Quyen and Gia Vien wards have 97 areas with an area of over 133 hectares; Hong Bang and Hong An wards have 144 areas with an area of 261.5 hectares; Le Chan and An Bien wards have 50 areas with an area of 36.5 hectares; Hai An and Dong Hai wards have 16 areas with an area of 14.7 hectares; Kien An and Phu Lien wards have about 110 facilities currently in use by businesses.
In addition, there are a number of other factories and warehouses that have not been counted, such as the area along the Cam River (in Hong Bang, Hong An, Ngo Quyen and Gia Vien wards), and the area along the Lach Tray River (Kien An ward).
Businesses that are subject to relocation also support this. However, what businesses and production facilities want is support policies when moving out of residential areas, including land rental prices; administrative procedures for land allocation in industrial parks, procedures for investment registration, construction and environment...
Because the land use origin of the proposed relocated production facilities is quite diverse. Many businesses still have land use term. The rate of facilities that will expire after 2031 accounts for 55.40%, the number of facilities that will expire after 2041 also accounts for more than 35.4%.
For example, 8 enterprises in Quan Toan steel industrial cluster. Companies: Vietnam Steel Pipe Co., Ltd. have land use term until April 16, 2033; VSC - POSCO Steel, Cuu Long Vinashin Steel have land use term until March 19, 2043. Companies: SSE Australian Steel Production, Viet Nhat Steel JSC, Australian Steel Billet One Member Co., Ltd. have land use term until 2027.
In addition, there are more than 100 establishments that do not have land use right certificates or do not have a term or information. This is a difficulty in calculating compensation for site clearance.
Relocating production facilities that pose a risk of fire and explosion and cause environmental pollution out of residential areas is something that needs to be done soon. The city’s authorities need to issue specific support plans to relocate production facilities located in residential areas. This will contribute to building a green, clean, and beautiful city, limiting urban environmental pollution, and at the same time creating opportunities for facilities and businesses to rearrange production and use land effectively and for the right purposes.
