On August 8, Ho Chi Minh City National University (VNU) in collaboration with the Ministry of Construction and the Ho Chi Minh City People's Committee organized a scientific seminar on "Smart City - Legal Framework and Implementation Roadmap". The seminar aimed to consult on the legal framework, draw on domestic and international experiences, and at the same time develop a roadmap and propose a pilot model at the Ho Chi Minh City National University urban area.

The seminar focused on three main groups of issues, including: Theoretical basis and international experience - the pillars of smart cities, the roadmap in line with Resolution 57-NQ/TW and 71/NQ-CP; Implementation plan in Ho Chi Minh City and localities - experience, practical models; The role of enterprises, universities and research institutes - promoting smart urban development, towards a smart university urban model at Ho Chi Minh City National University.
Many important presentations were made by representatives of the Ministry of Construction, the Ho Chi Minh City Department of Science and Technology, the University of Hong Kong (CityUHK), the Nanyang Technological University (NTU, Singapore)... Associate Professor, Dr. Tran Minh Triet (University of Natural Sciences) and Dr. Le Thanh Hoa (University of Social Sciences and Humanities) analyzed smart urban planning and technology application for sustainable development. Senior Lieutenant General Nguyen Van Thanh (Central Theoretical Council) shared about the smart city model associated with security, social security and safety indicators, especially in the context of strong transformation of the fourth industrial revolution.
Experts also proposed a policy testing mechanism (sandbox), building an open ecosystem, integrating artificial intelligence (AI), open data and the "Digital Twin" city model in urban planning and operation.
According to the organizers, this is not only an academic forum but also aims at practical solutions and specific policies. The recommendations at the seminar will be compiled and reported to competent authorities, contributing to the completion of the draft decree on smart urban development - expected to be issued in 2025.
