According to the Ministry of National Defense , President Ho Chi Minh's Mausoleum and Ba Dinh Square are large cultural and artistic works, associated with important historical events of the country and people of Vietnam, and are sacred spaces of the capital Hanoi and the whole country.
Ba Dinh Square Lawn is one of the particularly important spaces in the Ba Dinh Mausoleum and Square complex, regularly maintained and restored by the Ho Chi Minh Mausoleum Management Board.
Regarding the overall planning, the Ba Dinh Square lawn is being overlapped by the southern villa area. This cluster of buildings blocks the view from Chua Mot Cot Street towards Ho Chi Minh Mausoleum and the National Assembly , greatly affecting the landscape and architectural space of Ba Dinh Square area, affecting the solemnity and architectural value of Ho Chi Minh Mausoleum.
Regarding the auxiliary spaces around Ba Dinh Square, the Ministry of National Defense believes that they need to be researched, renovated and upgraded to become resting places when participating in visiting activities or cultural and political events here..., including the garden and green area at the southern end of Doc Lap Street.
The Ministry of National Defense assessed that investment in building infrastructure to serve the reception and propaganda work of the Ho Chi Minh Mausoleum Management Board is extremely necessary and urgent, in accordance with the planning of the Ba Dinh Political Center.
Also according to the Ministry of National Defense, the total area for detailed planning research is 7,191 m2 . Of which, the square land occupies about 4,110 m2 , including 28 grass plots and a system of gravel concrete walkways; the remaining area is traffic land of about 3,081 m2 , including sidewalks and roads.
The detailed planning area has 4 old, degraded villas (3 type 1 villas and 1 type 2 villa) including: house number 25 Hung Vuong street (land area 925 m2 ), house number 4 Ba Huyen Thanh Quan street (1,133 m2 ), house number 66 Chua Mot Cot street (1,014 m2 ) and house number 6B Chua Mot Cot street (740 m2 ). The Ministry of National Defense is reporting to the Prime Minister for consideration of the demolition plan of the above-mentioned structures.
In addition, the study area has 14 households living there but they have been relocated, and is currently vacant land, surrounded by government agency headquarters.
The Ministry of National Defense informed that the organization of the expanded space of Ba Dinh Square includes 28 grass plots combined with a system of gravel concrete walkways to ensure synchronous connection with the existing grass carpet and grass plot system of Ba Dinh Square; returning the area of Hung Vuong Street for renovation and construction according to the approved planning orientation and construction boundaries and red line boundaries.
In addition, trees and open spaces will be arranged to connect surrounding areas, creating connections and continuity between areas; ensuring standards on size and types of urban trees in accordance with current regulations.
This Ministry affirms that the organization of space, architecture, and landscape of the planning area must comply with the control criteria specified in the detailed planning adjustment project of the Ba Dinh Political Center Area, scale 1/2,000; must not affect the architectural space of the adjacent area and must ensure the requirements of traffic safety, fire prevention and fighting safety, etc.
