Vietnam Expressway Corporation (VEC) has just sent a document to the Prime Minister and Deputy Prime Minister Tran Hong Ha, requesting approval in principle for the project to expand the Yen Bai- Lao Cai section of the Noi Bai-Lao Cai Expressway in the form of an emergency construction project.
Specifically, VEC proposed that the Prime Minister allow the application of a shortened bidding process as prescribed in Decree No. 24/2024/ND-CP, detailing a number of articles and measures to implement the Law on Bidding on contractor selection.
VEC proposed to carry out many tasks at the same time, including: survey, design, investment project establishment; survey, design of construction drawings, estimate establishment; contractor selection, construction and other necessary tasks to serve project implementation, contributing to shortening investment preparation time and speeding up construction progress, ensuring basic project completion in 2026.
The Ministry of Construction will conduct project appraisal in parallel with the appraisal process of environmental impact assessment reports and items and tasks in the construction drawing design step.
"When the project is implemented in the form of an emergency construction project, a number of special mechanisms will allow for immediate implementation of survey, design, preparation and review of the feasibility study report, and project appraisal for early approval. The investment preparation time will be shortened by about 3 months, and the entire project will be completed about 4 months earlier than the investment plan in the usual order," VEC leaders assessed.
In addition, VEC proposed to adjust the implementation time for affected parts and items in case of force majeure factors such as lack of construction materials, difficulties in site clearance, natural disasters, epidemics, etc.
Therefore, VEC recommends that the Prime Minister allow the project to be implemented in the form of an emergency construction project, in accordance with the provisions of Construction Law No. 50/2024/QH15, and at the same time apply a number of specific mechanisms to speed up the preparation and implementation of investment.
Previously, Deputy Prime Minister Tran Hong Ha agreed with the proposal of the Ministry of Construction and the opinion of the Ministry of Finance on assigning VEC as the competent authority to implement the investment project to expand the Yen Bai-Lao Cai section of the Noi Bai-Lao Cai expressway according to the provisions of the law on public investment.
The Deputy Prime Minister assigned the Ministry of Finance to propose allocating state budget capital to participate in the Project investment (about VND 1,555 billion) in the medium-term public investment plan for the period 2026-2030, report to competent authorities for consideration and decision; direct VEC to review and calculate the specific financial plan of the Project and organize implementation, ensuring construction starts in 2025, basically completing the Project in 2026./.
According to the road network planning for the period 2021-2030, with a vision to 2050, the Noi Bai-Lao Cai expressway has been determined to be 264km long and have 6 lanes.
Currently, the Noi Bai-Lao Cai expressway, 245km long, has been invested in by VEC and has been operating toll collection since 2014. Up to now, the expressway has been operating for over 10 years, with the Yen Bai-Lao Cai section currently operating with a scale of 2 lanes, without a median strip, limiting traffic capacity.
Because the Noi Bai-Yen Bai section already has 4 complete expressway lanes, VEC proposed to invest in expanding the Yen Bai-Lao Cai section (about 83km) to 4 lanes for synchronous exploitation.
