BHG - After 5 years of implementing Resolution No. 07 of the Provincial Party Committee on strengthening the Party's leadership in innovating the content and methods of operation of the Vietnam Fatherland Front and socio -political organizations in the province for the period 2021-2025 (Resolution No. 07), the activities of the Women's Union at all levels have clearly changed in terms of organizational thinking, operation methods and adaptability to practical requirements.
Resolution No. 07 clearly stated that the grasp of the situation of the people and members at the grassroots level is still limited; the management and grasp of the number of members and members are not effective; some emulation movements and campaigns have not attracted a large number of members and people to participate; the work of caring for the legitimate rights and interests of members has not been done well; some local political tasks are not specific and close to practical requirements; the forms of propaganda and mobilization are not suitable. Therefore, Resolution No. 07 was issued with the aim of improving the quality of activities of the Fatherland Front and socio-political organizations in all three aspects: Politics, ideology and organization, focusing on the grassroots level, promoting the combined strength of the great national unity bloc.

Since the resolution was issued, the Provincial Women's Union Executive Committee has proactively concretized it into action plans and programs, implemented synchronously and drastically throughout the system; especially the plan to implement the breakthrough "Building strong Women's Associations and Groups" for the 2021-2026 term, focusing on the models "1+1", "3 have, 3 know" and "4 good Associations". After 5 years of innovation and persistent implementation, the resolution has brought about many outstanding results, especially 100% of grassroots associations have strongly innovated their methods of operation. From administrativeization to flexible operations, close to the grassroots, close to reality, better meeting the needs of members. The total number of members increased from 171,069 in 2021 to 180,625 in 2025, accounting for 68.91% of the total number of women aged 18 and over, exceeding the target of increasing by 1% each year, demonstrating women's growing trust in the association. The professional qualifications and political theory of association officials are constantly improving, with 95.85% of grassroots association presidents having university degrees and 98.44% having intermediate political theory qualifications or higher; 22 professional training courses were organized for 761 grassroots women's presidents, vice presidents and branch presidents.
The Women's Union at all levels established 639 "Skilled Mass Mobilization" models in many fields. In 5 years, the whole province organized 1,739 supervision meetings and 646 dialogue conferences between leaders and members and women; recommendations and proposals from the grassroots were promptly summarized and reported to competent authorities, contributing to effectively solving urgent problems of members.

In addition, the Women's Union at all levels boldly applied technology, organized online meetings, communicated via social networks, zalo, fanpage, organized an online quiz contest to learn about the Women's Congress Resolution, attracting more than 242,000 entries; videos, clips of projects/tasks or "Women's Startup Day" all contributed to spreading the image of dynamic and brave Ha Giang women. Propaganda work to eliminate bad customs and raise awareness of gender equality was promoted. 76 models and clubs to eliminate bad customs were established; more than 1,300 couples intending to get married early were successfully intervened to postpone their marriage. The Union's grassroots units coordinated to carry out 965 practical projects/tasks contributing to building a new countryside and civilized urban areas; supported 797 households to renovate mixed gardens. In particular, over the past 5 years, the Provincial Women's Union has supported nearly 10,000 women to start businesses, organize more than 120 vocational training classes, nearly 6,100 job referral consultations, establish 548 "Women's Economic Development Associations", support the repair and construction of 2,579 new charity houses, contributing to the effective implementation of the program to eliminate temporary and dilapidated houses in the province.
Under the direct leadership of the Party Committee, taking the grassroots as the center, taking members as the subject, constantly innovating the content and methods of operation, paying attention to building a team of dedicated, professional, grassroots cadres, many targets achieved and exceeded the plan... Resolution No. 07 created a qualitative change, laying a solid foundation for the Women's Union at all levels to enter a new stage of development.
