Speeding up the progress of Component 5 Project - Gia Nghia - Chon Thanh Expressway

The Component 5 project of compensation and resettlement support under the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Lam Dong province) - Chon Thanh (Dong Nai province) is being implemented in the province. The project is 101km long and passes through 10 communes and wards of Dong Nai. In order to speed up the site clearance progress, the authorities of the communes and wards are urgently carrying out the inventory of assets and crops of households in the project area.

Propaganda and mobilization for land clearance

Component Project 5 (compensation and resettlement support) of the North-South Expressway Project, Western section, Gia Nghia - Chon Thanh, passing through Nghia Trung commune, has a length of 16.4km.

In July 2025, the People's Committee of Nghia Trung Commune held a Conference on Land Acquisition, Compensation, and Resettlement Support for the Highway Construction Investment Project. Information about the project was disseminated via Zalo group so that people could promptly grasp and proactively coordinate with authorities to count assets and crops. Mr. Dinh Cong Chuc, Head of Village 17, Nghia Trung Commune, said: "In the village, there are 62 households whose land was recovered to implement the project. Through propaganda, the majority of people agreed to hand over the site to the construction unit. Up to now, the work of counting assets and crops has been completed."

To implement the project, Mr. Hoang Van Bao's family in village 17, Nghia Trung commune, cleared 1.2 hectares of agricultural land, on which they planted avocado and durian trees. Each year, the garden yields several hundred million VND. However, realizing the importance of the project, Mr. Bao was one of the first households to agree to inventory the land clearance.

“I strongly support the investment project to build the expressway. Wherever the State reclaims land, I agree to clear it. This is a national key project. When this route opens, it will create favorable conditions for traffic connecting regions, contributing to promoting local socio -economic development,” Mr. Bao shared.

Nghia Trung commune has more than 300 households subject to land acquisition, equivalent to 450 plots. In June 2025, Nghia Trung commune coordinated with functional agencies to deploy the work of marking, measuring, and counting assets, objects, architecture, and crops on the land of households in the project area. By mid-August, the commune had issued 419 land acquisition notices to 269 households. Currently, many households in the area have not received land acquisition notices due to their absence from the locality. The work of measuring and inventorying assets and crops has been carried out on more than 100 plots of land.

Mr. Phan Minh Lam, Vice Chairman of Nghia Trung Commune People's Committee, said: "The goal is to complete the inventory of assets and crops in September, and hand over 30% of the cleared site to the construction unit."

Determined to hand over the site on schedule

The total land area recovered by the North-South Expressway Project, West section Gia Nghia - Chon Thanh is more than 921ha and more than 2,150 households and organizations are affected by the project. Of which, the section passing through Bu Dang district (old) includes Tho Son, Bu Dang, Phuoc Son, Nghia Trung communes, with a length of 48km. The total land area recovered is more than 469ha, equivalent to more than 1,300 plots of land of households and organizations.

The Bu Dang branch of the Provincial Land Fund Development Center has taken inventory of the current status of about 600 land plots. By September, the center will have to hand over 30% of the cleared land to the construction unit as required by the investor. To ensure progress, the inventory of the current status is carried out in parallel with field measurement and marking.

According to Mr. Tran Van Dung, Director of the Provincial Land Fund Development Center, Bu Dang branch, up to now, the volume of work performed by the center has reached nearly 50% of the total land area that needs to be recovered.

In July, the Provincial People's Committee issued an official dispatch guiding the compensation and resettlement support policies of the two provinces of Dong Nai (old) and Binh Phuoc (old) after the merger. Accordingly, in the area of ​​Binh Phuoc (old) province, Decision 05/2025/QD-UBND dated January 24, 2025 of the Binh Phuoc Provincial People's Committee promulgating regulations on compensation, support and resettlement when the State reclaims land in the province is allowed to continue to be applied until new regulations are issued.

According to the plan, by December 2025, Component 5 of the North-South Expressway Project, West section Gia Nghia - Chon Thanh, the section passing through Dong Nai province, will have 70% of the site cleared. In April 2026, the Dong Nai Province Construction Investment Project Management Board must hand over the entire cleared site to the construction unit.
