From the beginning of 2025, Social Insurance Region VIII has identified administrative reform and digital transformation as breakthrough driving forces to improve the quality of service to people and businesses. In that spirit, the unit has reviewed, reduced, and simplified administrative procedures (AP) related to social insurance, health insurance (HI), and unemployment insurance (UI). The entire process of management, approval, and payment of social insurance and unemployment insurance regimes has been restructured in the direction of a "one-stop shop".
To date, Social Insurance Region VIII has digitized 100% of administrative procedures under its jurisdiction. Currently, the province has 25 administrative procedures provided at level 4 (complete online public services), and is also integrated with the National Public Service Portal. As a result, employees and businesses no longer have to go directly to the Social Insurance agency headquarters to submit documents, but can send them via the website, public service portal or by post. The processing time for procedures such as issuing social insurance books or health insurance cards has been shortened from 7-10 days to only 3-5 days (if the documents are valid), helping people and businesses only have to wait half the time compared to before.
In addition to digitalization, IT applications have been promoted through the VssID platform - "Digital Social Insurance", allowing participants to look up, declare and receive electronic health insurance cards right on their smartphones. By the end of May 2025, 686,304 people out of a total of 1,280,324 participants in social insurance and health insurance in Quang Ninh had installed and used VssID, accounting for about 54%. Thanks to this, instead of waiting to receive a paper card, people only need to present the QR code in the application combined with a chip-embedded citizen identification card (or VNeID) when seeking medical treatment.
Regarding pension and social insurance benefits, the Social Insurance Agency has coordinated with the commercial banking system to encourage beneficiaries to receive via ATM accounts. As a result, by the end of May 2025, 88% (129,720/146,607 people) received pensions and benefits via accounts. This method not only ensures safety and convenience, but also minimizes risks when circulating cash, while contributing to promoting electronic payments in the finance and insurance sector.
One of the important achievements is the synchronization of data on social insurance and health insurance participants with the national population database. To date, this rate has reached 99.6%. Thanks to that, personal information is automatically compared and updated, limiting duplication, transcription errors or wrong transfer to the wrong subject. When the database is synchronized, the authorities can quickly verify and review cases that are eligible but have not yet participated in social insurance and health insurance, thereby urging and reminding them to complete their records.
Electronic management system, manual errors are almost eliminated, file review time is significantly shortened. People have to wait less, agencies also save human resources, thereby having more resources to improve service quality. In the first 5 months of 2025, the total number of records received by the provincial Social Insurance sector reached 121,804, of which 107,385 were electronic transaction records (equivalent to 88.2%). This clearly reflects the strong shift from traditional methods to paperless transactions; only 8.9% of records must be sent directly to the Public Administration Center and 2.6% are done by post.
This creates a fundamental change in the experience of people and businesses: Instead of having to wait in line, fill out many documents, workers now only need to access the National Public Service Portal or VssID, fill in information and wait for automatic feedback; the file will be immediately routed to the processing department, minimizing the risk of lost documents or delays. Enterprises, especially small units and individual business households, often have difficulty paying insurance for employees. Now, thanks to the data connection mechanism with the Department of Planning and Investment (updating the list of newly established, dissolved, and inactive units), the Social Insurance can easily review and promptly warn units that are late in paying, and send automatic notifications via email and short messages (SMS).
With strict steps in the first 6 months of 2025, Social Insurance Region VIII has created a solid foundation to carry out higher tasks, building an increasingly comprehensive, effective and humane social insurance system.
