According to the National Tourism Administration, in the first 7 months of 2025, Vietnam welcomed 12.2 million international visitors, reaching 48.9% of the target set for the whole year. The number of international visitors to Vietnam in August 2025 alone increased by 7.8% compared to the previous month. Although it is still the low season for international tourism, the positive growth results in the past 8 months have shown positive signals for the inbound tourism market. In total, the total number of international visitors in the first 8 months of 2025 reached nearly 14 million, an increase of 21.7% over the same period in 2024. Major markets recorded good growth rates, including China, Japan, India, etc.
After the pandemic, Vietnam is making strong strides into a new era. The restructuring of administrative units after July 1, 2025 is also creating new positions and strengths for localities, requiring the tourism industry to plan appropriate development strategies.
According to Deputy Minister of Culture, Sports and Tourism Ho An Phong, the key solutions proposed include: policies, products, linkages, promotion and focusing on key markets. In recent times, the Ministry of Culture, Sports and Tourism, together with the Vietnam National Administration of Tourism, has made efforts to coordinate with ministries and branches to propose expanding visa and immigration policies in a more open and convenient manner. The most recent is the visa exemption policy for 12 European countries under the tourism stimulus program, as well as visa exemption for celebrities entering Vietnam to serve socio-economic development.

To do this, according to Deputy Minister Ho An Phong, the role of functional agencies, tourism associations, large corporations and enterprises in leading, gathering and connecting participating businesses is very important. Recently, the Vietnam National Administration of Tourism and Vietnam Railways Corporation signed a cooperation program to develop railway tourism, opening up a new and increasingly popular form of tourism, which is one of the practical activities that directly stimulates tourism development.
In addition, in order for Vietnam tourism to complete the 2025 plan, it is also necessary to promote solutions for promotion and promotion for each specific market. The Vietnam National Administration of Tourism and the Ministry of Culture, Sports and Tourism are responsible for promoting the overall image of national tourism. At the same time, localities and businesses need to be more active and proactive in participating in common programs to introduce their destinations, products and services.
