Announcement of emergency situation and order to build works to handle landslides on Thuong river banks and beaches

BAC GIANG - The Chairman of the Provincial People's Committee has just decided to declare an emergency situation and ordered the construction of emergency works to handle the landslide incident on river banks and beaches from K6+700-K6+834; K8+00-K8+250 and K9+850-K10+155 on the left Thuong dike line (Bac Giang city).

Previously, due to the impact of heavy rain from May 16-22, landslides occurred on the left bank of the Thuong River in Tho Xuong Ward and Tran Phu Ward ( Bac Giang City), directly affecting the safety of the dike. Many landslides have appeared in the area. Of which, the most dangerous landslide is 11m downstream from Phu Lang Thuong Hydrological Station, 42m long, about 10m deep into the sandbank, the depth from the top of the landslide to the current water surface is 2.5m, the top of the landslide is closest to the foot of the river dike 11.7m.

Authorities put up signs warning of dangerous areas of landslides on the riverbank and beach on the left dike of Thuong (Bac Giang city).

To urgently implement response and remedial measures, minimizing damage caused by natural disasters or construction incidents, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to direct, urge, inspect, and guide the Provincial Management Board of Investment Projects for Construction of Traffic and Agricultural Works to handle the above incidents. Regularly monitor developments, report to the Ministry of Agriculture and Environment , the Department of Dike Management and Natural Disaster Prevention and Control, and the Chairman of the Provincial People's Committee for consideration and decision.

Assign the Chairman of the People's Committee of Bac Giang city to direct the city's specialized departments and agencies, and local authorities to continue to warn, monitor, guide and proactively implement measures to restrict or prohibit people and vehicles from entering dangerous areas; send specialized forces to continue monitoring the incident; report to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue to synthesize the report. Prepare materials, human resources, means and equipment to proactively handle incidents that threaten dike safety according to the key dike protection plan that has been developed and supplemented.

The Chairman of the Provincial People's Committee assigned the Provincial Management Board of Investment and Construction Projects for Traffic and Agricultural Works to coordinate with relevant agencies and units to handle the above incidents.

The Chairman of the Provincial People's Committee issues an order to build an emergency project to handle the emergency incident. The Provincial Management Board of Investment and Construction Projects for Traffic and Agricultural Works is responsible for management; immediately implement steps to handle the incident in accordance with the correct order and procedures. The Departments of Finance, Construction and relevant agencies and units actively coordinate, guide and create conditions for investors to organize construction in accordance with legal regulations.
