The 1-minute clip shows a man being handcuffed. When a young man comes to open the handcuffs, the man keeps asking: "What did I do wrong?"

At this time, the young man kicked the man. Then, another person wearing a District 12 Red Cross shirt demanded: "Call the shift commander."

People believed to be from the District 12 Red Cross continued to restrain the man but were stopped.

The person who filmed the clip said the incident took place on the evening of November 10 at An Suong intersection (the intersection between National Highway 1 and National Highway 22), Trung My Tay ward, District 12. The handcuffed person was said to have argued with the truck driver after a traffic collision.

When the two sides of the traffic collision had a conflict, a person wearing a red cross shirt along with several others came to handcuff the man.

According to the person filming the clip, the man appeared to be drunk and was restrained and taken to the sidewalk. The Trung My Tay Ward police later arrived to take statements and bring the person involved to the headquarters for clarification.

Mr. Tran Ky Thai, Captain of the District 12 Mobile First Aid Team (under the District Red Cross Association) said he was the person wearing the red cross costume in the clip.

The young man in the red shirt who handcuffed the man was a member of the District 12 Mobile First Aid Team, not a member of the team.

According to Mr. Thai, the team members arrived at the scene of the traffic accident with the task of securing the scene and providing first aid. The cause of the fight was because the man showed signs of being drunk, not sober, and hitting the team members.

Regarding the handcuffs, Mr. Thai said that the person involved picked them up on the street and was preparing to bring them to the police to hand them over.

Meanwhile, the Red Cross of District 12 said it was aware of the incident and was waiting for verification and handling results from the police.
