(Baothanhhoa.vn) - On the morning of July 30, Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired a conference to review the implementation of the Project on resettlement and stabilization of residents in areas at high risk of flash floods, landslides in mountainous communes of the province, period 2021-2025.

There are still many difficulties in arranging resettlement for people in areas at high risk of flash floods, landslides and landslides.

The conference was connected online to 41 communes in the mountainous areas of the province. Attending at the Provincial People's Committee bridge were representatives of leaders of relevant departments and branches.

The project to arrange and stabilize residential areas at high risk of flash floods, landslides in the (old) mountainous districts of the province for the period 2021-2025 sets the goal of striving to arrange, re-arrange, and stabilize housing for 2,225 households living in areas at high and very high risk of flash floods, landslides, and landslides in 41 communes in mountainous areas by 2025.

Of which, resettlement is arranged interspersed for 599 households; adjacent resettlement for 300 households/17 projects and concentrated resettlement for 1,326 households/31 projects.

There are still many difficulties in arranging resettlement for people in areas at high risk of flash floods, landslides and landslides.

By July 30, 2025, the communes had arranged mixed resettlement for 233/599 households, reaching a rate of 38.9%.

Regarding adjacent resettlement areas, 4 areas/79 households have completed infrastructure investment, allocated land to 26 households to build houses and are continuing to carry out procedures for allocating land to the remaining 53 households to build houses at the new residence; 5 areas/119 households have been decided on investment policy; 8 areas/102 households have not been decided on investment policy by competent authorities.

For concentrated resettlement, 4 areas/151 households have completed infrastructure investment and land allocation for households to build houses in new places; 15 areas/680 households have been decided on investment policy; 12 areas/495 households have not been decided on investment policy by competent authorities.

Discussing at the conference, representatives of the communes raised difficulties and obstacles in the process of implementing assigned tasks. Accordingly, regarding the arrangement of mixed resettlement, the majority of households in the disaster-affected areas are poor and near-poor households, so finding land for relocation is still difficult. Up to now, the arrangement of mixed resettlement in the communes is still low.

Regarding the implementation of concentrated and adjacent resettlement projects, during the appraisal process, some projects have resettlement locations that are not in accordance with land use planning, so they have to wait for the adjustment of planning and land use plans to ensure appraisal conditions. Some projects require localities to commit to counterpart funds for site clearance costs to determine the total project investment to ensure regulations. Meanwhile, communes still face many difficulties and cannot arrange counterpart funds. In addition, the support fund from the provincial budget is not enough to fully invest in the construction of technical infrastructure items of the resettlement area, leading to exceeding the total investment of the project.

Concluding the conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested the People's Committees of communes to continue to propagate and mobilize households to urgently seek land funds to build houses in new places.

Along with that, the People's Committees of communes need to review and develop plans for land allocation to stabilize households. Coordinate with the Regional Project Management Board and related units to review and evaluate each resettlement project specifically for planning, land, and funding conditions to ensure the ability to implement in 2025, prepare a report proposing investment policies and send it to the Department of Agriculture and Environment for synthesis and submission for appraisal according to regulations.

Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested relevant departments of the province, based on their functions and tasks, to advise on supporting funding for site clearance for concentrated resettlement areas supported by the central budget; review and specifically evaluate each project that exceeds the total investment, and advise the Provincial People's Committee on implementation solutions.

Also at the conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem said that, implementing the Politburo 's policy on investing in the construction of inter-level primary and secondary boarding schools in land border communes, to be completed before August 30, 2026; Thanh Hoa province has registered to build 2 inter-level boarding schools in border communes.

He requested 16 border communes of the province to review essential facilities serving the accommodation, daily activities and study of students at schools in the area. In the near future, the province will establish 3 working groups to coordinate with communes to survey and determine investment locations for schools to ensure the criteria according to the Central's guidelines.
