In the general policy for private economic development, the business community expressed its desire not only to be encouraged, but also to be trusted to participate in key projects, from infrastructure, digital transformation to high-tech industries to create a "push" and strong driving force for development. The Southeast is home to many private enterprises, this is also the region with the most developed economy in the country and is implementing a series of large projects on technical infrastructure, trade services, real estate, etc.
Aspiration to contribute to the development process
At the discussion between the Prime Minister and enterprises on the development of the private economy held on May 31, Chairman of the Board of Directors of CMC Technology Group Corporation (Ho Chi Minh City) Nguyen Trung Chinh commented that the Government has shown a creative spirit, so entrepreneurs and enterprises need to have a creative spirit with the Government to build and develop the country. Enterprises want to have the opportunity to participate in national infrastructure construction projects. For example, with the high-speed railway construction project, large Vietnamese enterprises such as Hoa Phat, Vingroup, Thaco and technology enterprises can participate. Domestic enterprises can form joint ventures to implement large projects that currently have to hire foreign contractors.
According to Chairman of Dong Nai Business Federation Dang Van Diem, the Party and State are making many decisions and policies to enhance the role of private enterprises and the business community. Dong Nai is a key economic development locality of Vietnam, so there are many opportunities to invest in production, business, and participate in the process of local and national construction. In particular, with a series of large infrastructure projects, businesses in the province hope to be trusted by the locality and assigned to carry out development projects in the area. At the same time, it is a bridge for businesses in the province to connect and cooperate with large Vietnamese and international businesses, and carry out some stages of large projects in the area...
On the expert side, Dr. Can Van Luc, member of the Prime Minister's Policy Advisory Council and Chief Economist of BIDV, said that it is necessary to place orders for large private enterprises to implement a number of key national programs and projects. Support should be based on the actual level of contribution of enterprises, not just on scale. At the same time, it is also necessary to increase support for Vietnamese enterprises to invest abroad, both to expand development space and to contribute to raising the country's economic position in the international arena.
Dong Nai encourages enterprises to increase investment in the fields of modern technology, supporting industry, semiconductor industry, green technology, environmental friendliness, with the orientation of sustainable development, improving competitiveness.
Open opportunities
According to Minister of Construction Tran Hong Minh, Vietnam currently has nearly 1 million enterprises, the private economy contributes 50% of GDP and about 30% of total budget revenue, and employs 80% of the workforce.
The Ministry of Construction has implemented 13 laws, more than 30 decrees and more than 100 circulars to reform administrative procedures in the fields of construction, aviation, railways, waterways and transportation, and attach the development of private economic sectors to the law. With the goal of promoting private economic sectors' internal strength in the field of public investment in the form of public-private partnership (PPP), in the period of 2026-2030, Vietnam will implement 26 expressways, requiring more than VND 5.2 million billion. The Ministry of Construction recommends to the Government to allow enterprises to participate in the form of PPP to reduce the burden on the national budget.
Prime Minister Pham Minh Chinh assessed that enterprises have shown strong patriotism, aspiration to contribute to the cause of rapid and sustainable development of the country, ready to accept tasks assigned by the Party and State, and at the same time, the fear of legal risks has also been removed. Enterprises and businessmen all wish to be assigned more tasks, more noble and heavier tasks to demonstrate their pioneering spirit in serving the rapid and sustainable development of the country. This is for enterprises to mature, progress more, and affirm their growth in the development process. The Prime Minister assigned the Government Office, relevant ministries and branches to synthesize and review recommendations to promptly respond to enterprises and business associations.
For Dong Nai, according to Chairman of the Provincial People's Committee Vo Tan Duc, the province attaches importance to the development of private enterprises. Enterprises operating well are also the success of the locality. Dong Nai is prioritizing resources to invest in key infrastructure projects, especially regional and national traffic routes. These efforts are helping enterprises access land, capital and support services more conveniently, contributing to improving the competitiveness of the local economy and strongly attracting domestic and international investment capital flows.
