After Quang Nam Club withdrew from the tournament and Truong Tuoi Dong Nai Club refused to be promoted, PVF-CAND Club (ranked 3rd in the 2024-2025 National First Division) agreed to be promoted to V-League instead.

With the participation of PVF-CAND, V-League 2025 - 2026 will have 14 teams without having to reschedule the draw.

Previously, after many days of waiting, Vietnam Professional Football Joint Stock Company (VPF) still did not receive a response from Quang Nam Club about participating in the tournament.

Due to lack of preparation, this team quietly withdrew from the tournament. After meetings, VPF and VFF agreed on the plan to promote a first division team to replace them.

VPF then worked with Truong Tuoi Dong Nai Club. However, this team refused to play in V-League 2025-2026 because they had not prepared the conditions well.

After that, VPF continued to work with PVF - CAND, because this is the last team that meets the criteria and has the opportunity to be promoted to V-League to replace Quang Nam. On the afternoon of August 2, confirming with Tuoi Tre Online , Mr. Nguyen Minh Ngoc - General Director of VPF Company - said that PVF - CAND Club has agreed to play in V-League 2025-2026.

PVF-CAND Club, a rookie in V-League 2025 - 2026, has twice missed the chance to join the highest professional league in Vietnam despite being very close to promotion. In the 2019 season, they finished second in the First Division, then lost to Thanh Hoa in the play-off match. In the 2023 - 2024 season, PVF-CAND lost to Ha Tinh in the play-off match to V-League 2024 - 2025.

Last season, despite great investment and determination, PVF-CAND only finished 3rd in the overall rankings because they could not compete with Ninh Binh Club and Truong Tuoi Dong Nai.

PVF-CAND was formerly known as Pho Hien Club, with its home ground located at the PVF Youth Football Training Center (Hung Yen). The main members of PVF-CAND are players who have grown up in the PVF academy.

In recent years, PVF youth football has made remarkable progress, with consecutive successes in national youth tournaments. Thanks to that, PVF-CAND Club has also benefited, with many players being called up to the national teams since the 32nd SEA Games.

At the 2025 Southeast Asian U23 Championship, PVF-CAND has 2 players who played a pivotal role in helping U23 Vietnam win the championship: Nguyen Hieu Minh and Nguyen Xuan Bac. Hieu Minh is also the Best Player of the 2024 - 2025 First Division.
