Accordingly, General Secretary To Lam and his wife, along with the high-ranking delegation of our country, have just successfully concluded a State visit to the Republic of Kazakhstan, a State visit to the Republic of Azerbaijan, an official visit to the Russian Federation and attendance at the 80th anniversary of Victory Day in the Great Patriotic War, and a State visit to the Republic of Belarus.
The outstanding result of that working trip was that Vietnam upgraded its relations to Strategic Partnership with Kazakhstan, Azerbaijan and Belarus, bringing the total number of countries having strategic partnerships with Vietnam to 37.
At the same time, further deepen the traditional friendship and comprehensive strategic partnership with the Russian Federation, thereby further enhancing political trust and opening up new directions for cooperation fields commensurate with the level of relations in the new era of development.

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said: "The working trip has contributed to implementing the foreign policy of independence, self-reliance, peace, friendship, cooperation and development; diversifying and multilateralizing foreign relations; proactively and actively integrating comprehensively and deeply into the international community; Vietnam is a friend, a reliable partner and an active, responsible member of the international community in the Resolution of the 13th National Party Congress.
General Secretary To Lam and senior leaders of the countries all affirmed to attach importance to and give high priority to the traditional friendship that has been "tempered" through the ups and downs of time and history, but has always stood shoulder to shoulder in the past struggle for independence and the country's development today, especially in the context of many unpredictable changes in the world.
This spirit is the "red thread" running through the contacts between General Secretary To Lam and President of Kazakhstan Kassym-Jomart Tokayev, President of Azerbaijan Inham Aliyev, President of the Russian Federation Vladimir Putin, and President of Belarus Aleksandr Lukashenko.
With more than 80 activities in 8 days in 4 countries, General Secretary To Lam had talks and meetings with senior leaders of the countries, met and exchanged with political parties, sectors, businesses, visited a number of economic and cultural establishments, and met with the Vietnamese community in the countries.
Despite being busy with the solemn celebration of Victory Day, the leaders of the Russian Federation gave General Secretary To Lam and his wife, along with the high-ranking Vietnamese delegation, a warm and respectful welcome.
President Putin affirmed that during General Secretary To Lam's visit, the two sides decided on many important issues that guide the expansion and further elevation of the relationship between the two countries to new heights, which were concretized through cooperation agreements signed between leaders of ministries, branches and localities spanning all fields.

President Putin emphasized: "We discussed international and regional issues of concern and the two sides reached a high consensus on their stances and determined to support independence, sovereignty and non-interference in the internal affairs of each country, support each other at international forums, making an important contribution to stability and development in the Asia-Pacific region and affirming to continue to deepen the Russia-Vietnam comprehensive strategic partnership in the coming time."
For his part, General Secretary To Lam affirmed that, based on the achievements, the two sides have reached high consensus on a number of priority issues in the new era of cooperation, including: "Creating breakthroughs in economic, trade and investment cooperation, maximizing available potentials, removing all difficulties and obstacles to maximize market opening, promoting new directions of cooperation such as clean energy, supporting industry, and circular economy. We agree that there should be specific projects that are symbolic of the Vietnam-Russia friendship in the new era. The two sides also support energy and oil and gas enterprises of the two countries to strengthen cooperation and expand investment and operations in each other's territories, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea".
Along with attending business forums, meeting with key leaders and meeting with the community in Russia, General Secretary To Lam delivered an important policy speech at the Academy of Public Administration and National Economy under the President of the Russian Federation (Ranepa).
With the participation of nearly 1,500 delegates in person and online, General Secretary To Lam once again affirmed that Vietnam's development path cannot be separated from the world, and cannot lack the valuable support and effective cooperation of the international community, including Russia.
With the baggage of history and the present, the General Secretary said that the two countries are entering a new era, an era of epochal changes. Referring to the six directions of cooperation proposed by the leaders of the two countries, the General Secretary especially emphasized the importance of cooperation in science and technology; education and training, culture and arts.
The General Secretary said: "Promote cooperation in science, technology, innovation and digital transformation, considering this a key area of cooperation in the relationship, including cooperation in basic science, information technology, artificial intelligence, automation, biomedical technology and renewable energy.
In the context of 2026 being the year of science, technology and innovation cooperation between Vietnam and the Russian Federation, it is necessary to implement projects in priority areas. We attach special importance to strengthening cooperation in the field of atomic energy, especially effectively implementing the project to build a Nuclear Science and Technology Research Center in Vietnam.
The construction of a nuclear power plant is a high priority for Vietnam at present. Strengthening cooperation in the fields of education and training, culture, arts, tourism, and people-to-people exchange. These are areas where the two countries can expand and deepen the scale of cooperation without limits."

In the three traditional friendly countries of Kazakhstan, Azerbaijan and Belarus, the highlight of the visit was that General Secretary To Lam and the senior leaders of the countries decided to sign a Joint Statement on establishing a Strategic Partnership with all three countries; agreeing that developing and deepening relations with friendly countries is in line with the common interests of the people of the countries, contributing to ensuring peace, stability and development in the region and the world.
In Kazakhstan, the two countries’ senior leaders reaffirmed that Vietnam and Kazakhstan are very important partners in Southeast Asia and Central Asia. The two sides agreed to expand mutually beneficial cooperation between Vietnam and Kazakhstan in many fields; attach importance to promoting and further developing bilateral relations in the coming time.
General Secretary To Lam said that Vietnam and Kazakhstan need to promote "5 connections" in cooperation between the two countries in the coming time, which are: "Connecting people, including connections between leaders of the two countries, connections between agencies and connections between the two peoples. Within this framework, the two countries need to strengthen regular and substantive political dialogue at high levels, especially between the highest leaders, as well as on all channels of the Party, State, National Assembly and people-to-people exchanges; thereby further enhancing political trust and promoting comprehensive cooperation between the two countries. It is necessary to effectively promote existing cooperation mechanisms, including the Vietnam - Kazakhstan Intergovernmental Committee and the political consultation mechanism between the two Foreign Ministries.
The two sides should also study the establishment of new dialogue mechanisms such as defense, security, economic-trade, science-technology dialogue and cooperation between localities. At the same time, the two countries need to promote cooperation in the fields of education, culture and arts and tourism development, thereby enhancing people-to-people exchanges, fostering affection and mutual understanding between the two peoples, especially the young generation."
Meanwhile, in Azerbaijan, President and Chairman of the ruling New Azerbaijan Party Ilham Aliyev emphasized that the two countries' adoption of the Joint Statement on the establishment of a strategic partnership is of historical significance, and is the basis for consolidating and strongly enhancing bilateral relations in the coming time, aiming to take advantage of each other's strengths, developing Vietnam and Azerbaijan in a new era, for the benefit of the people of the two countries, for peace, stability and development in the region and the world.

President Ilham Aliyev affirmed: "The signed documents show that both sides have made very important steps towards a better future for both countries, especially cooperation in the fields of education, logistics and in the future will expand to many fields. General Secretary To Lam and I also discussed the two countries' increasing investment in each other in the fields of energy and oil and gas. And the two sides will soon organize an Intergovernmental Meeting to speed up the implementation of cooperation agreements during this visit of General Secretary To Lam."
Belarus, the final stop of his state visit to four European countries, General Secretary To Lam and senior Belarusian leaders agreed to enhance the role and effectiveness of the Vietnam-Belarus Intergovernmental Committee on economic-trade and scientific-technical cooperation; review and evaluate the implementation of existing agreements and propose measures to exploit opportunities for economic-trade cooperation, create a breakthrough in trade, investment and industrial cooperation, and increase bilateral trade turnover commensurate with the strategic partnership.
Each country is willing to create favorable conditions for the business community and investors to participate in market research, product introduction, investment and trade promotion, and production and business cooperation. Thereby, promoting practical, effective, and comprehensive economic cooperation in areas of mutual interest such as industry, agriculture, health, pharmaceuticals, energy, science and technology, and information and communications.

To bring Vietnam's relations with Kazakhstan, Azerbaijan, the Russian Federation and Belarus into substance and effectiveness in the coming time, leaders of ministries and local sectors have signed about 60 cooperation agreements in fields such as diplomacy, security - defense, science - technology, energy, education - training, aviation, etc., creating an important legal framework for the relations between Vietnam and these countries to become more in-depth, practical and effective.
It can be affirmed that the results achieved during General Secretary To Lam's working trip were extremely rich, outstanding, concrete, and of substantial and long-term significance. Those results contributed to creating a solid foundation, strong motivation, and clear direction for Vietnam and other countries to realize the set goals, worthy of the new level of relations.
To effectively implement the important results achieved during the visit, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said: "The working levels of Vietnam and its partners will coordinate actively and closely, closely following the spirit of the joint statements, cooperation agreements and common perceptions of senior leaders, focusing on regular delegation exchanges and high-level contacts at all levels on all channels, including promoting cooperation between political parties and enhancing effective and active coordination between the Governments and Parliaments of the countries, while enhancing the role of the Intergovernmental Committees between Vietnam and its partners.

The working trip of General Secretary To Lam and his wife along with the high-ranking Vietnamese delegation was extremely successful, continuing to contribute to enhancing Vietnam's international position and prestige.
