At the meeting, leaders of 07 border communes reported on the socio -economic development situation in the first 8 months of the year, key tasks for the remaining months of 2025; the operation situation of the communes after more than 2 months of operating under the 2-level local government model, difficulties and obstacles in performing the tasks.
Accordingly, after officially putting into operation the two-level government from July 1, 2025, the Party Committee, People's Council and People's Committee of the communes have operated the apparatus, assigned and arranged cadres, civil servants and public employees in accordance with their capacity, professional qualifications and job positions. The basic job positions have been fully arranged, meeting the requirements for performing professional tasks at agencies and units. The operation of the apparatus has been smooth and stable, ensuring service to people and businesses; the socio-economy has had positive changes; political security, social order and safety, traffic safety and border security have been ensured. However, besides the advantages, most communes are facing difficulties in implementing poverty reduction work; the working offices of some communes have degraded and are not qualified for work; facilities and equipment are still lacking and do not meet the needs, etc.

At the meeting with provincial leaders, representatives of border communes made many important recommendations related to the conditions for serving tasks at the grassroots level. Specifically, the communes proposed that the province pay attention to investing in equipment for professional work; support the construction of working offices of the Party Committee, People's Council, People's Committee and Vietnam Fatherland Front Committee at the commune level. In addition, the localities hope that the Provincial People's Committee will soon issue documents on decentralization and delegation of authority in the recruitment of civil servants and public employees to ensure sufficient human resources to perform assigned tasks.
Representatives of the communes also proposed that the province support initial funding to implement local planning and detailed planning of residential areas; at the same time, consider investing in the construction of a number of rural traffic routes, contributing to improving infrastructure and promoting socio-economic development in border areas.

Concluding the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan acknowledged and highly appreciated the achievements of the 7 communes after more than 2 months of operating the two-level government. The communes have overcome many difficulties, made efforts to grasp the work and gradually operated the apparatus to achieve initial results. The Chairman of the Provincial People's Committee also expressed his gratitude for the perseverance and steadfastness of the Border Guard force in the past time, which has performed well in internal and external affairs.
He emphasized that the 7 border communes have a particularly important role and position. Currently, the province has identified these as key communes in terms of security and national defense. He suggested that the Provincial Police and the Provincial Military Command coordinate to review and consider whether, in addition to the 7 communes mentioned above, there are any other communes that need to be added to the list, in order to establish complete goals and clear directions for sustainable and long-term investment and development.

Regarding tasks in the coming time, the Chairman of the Provincial People's Committee requested that border communes focus on implementing two major contents: internal and external affairs.
Internally, the Party Committee and the government need to be close to the people, promptly grasp the legitimate thoughts and aspirations of the people; at the same time, find solutions to support and help people escape poverty and gradually become rich.
Regarding foreign affairs, it is necessary to clearly demonstrate the role, position, responsibility and capacity in diplomatic relations with the local authorities of neighboring countries. Therefore, the role of the Party Secretaries and Commune Chairmen is extremely important, the task is extremely heavy. The Chairman of the Provincial People's Committee requires commune-level leaders to have a firm grasp of all tasks and tasks, especially outstanding issues; management must be close to reality and in accordance with the province's instructions.
Regarding the task of socio-economic development, the Chairman of the Provincial People's Committee requested the communes to implement the planning in conjunction with the assigned socio-economic targets. During the implementation process, it is necessary to clearly define the orientation: in which direction should agriculture develop, where should public investment be focused, which areas should develop urban areas, which areas should plan residential areas, etc. The Chairman of the Provincial People's Committee emphasized that decentralization and delegation of power is a very big task, the communes need to follow closely to organize effective implementation. In particular, the Chairman of the Provincial People's Committee requested the communes to achieve the poverty reduction goals as quickly as possible. Every week and every month, there must be a plan to review and closely monitor poor households to have timely support measures, helping people escape poverty sustainably. This is an important political task, the province has also allocated resources to implement.
Chairman of the Provincial People's Committee Pham Anh Tuan also requested border communes to gradually improve traffic infrastructure, focus on reviewing and clearly identifying road sections that need to be renovated, upgraded, and newly built, especially inter-village and inter-hamlet roads, to prioritize inclusion in the medium-term public investment plan for the coming period. He encouraged promoting socialization and mobilizing contributions from the State and people to accelerate the implementation progress.
Regarding the construction of inter-level boarding schools, the Chairman requested that communes coordinate with the Department of Agriculture and Environment to promptly complete documents and procedures related to land: changing land use purposes, measuring, counting, compensation, and site clearance to be completed in September. When the Ministry of Construction issues a sample design in October, the locality will immediately start construction. In addition, the Chairman of the Provincial People's Committee reminded communes to focus on ensuring security and order, border security, and not to be passive or surprised. At the same time, it is necessary to pay attention to implementing well the work of ensuring food hygiene and safety and environmental protection.
Regarding the difficulties and problems raised by the communes at the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan directly discussed, clarified and proposed specific solutions to help the border communes successfully carry out their tasks in the coming time.

A number of enterprises in Gia Lai province also presented gifts and supported 7 Border Guard Stations, each unit received 500 million VND in support.
