On the afternoon of June 6, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc had a working session with the People's Committee of District 5 to inspect the actual situation of the apparatus arrangement, grasp the socio -economic situation and resolve recommendations.
Old apartment building relocated, demolished but still no compensation
Reporting at the meeting, Ms. Truong Minh Kieu, Chairman of District 5 People's Committee, said that the district is one of the central localities of the city with strong development in trade and services. The district's public investment disbursement rate in 2025 as of the end of May reached more than 13%.
At the meeting, District 5 raised a problem related to compensation, support, and resettlement for households at apartment building 440 Tran Hung Dao.
This is a class D apartment building at risk of collapse, and has been urgently relocated since 2023. Up to now, the district has completed the demolition of the building, but after 2 years, there is still no specific compensation plan.
Because the area of land after demolition is small (only about 170m²) and does not meet the conditions for rebuilding the apartment building, the People's Committee of District 5 proposed that the City allocate the budget to compensate, support, and resettle the people. After that, the district will organize an auction of the land according to the provisions of the Housing Law 2023.
"The city has assigned the Department of Construction to preside over and guide the implementation. However, because there is no renovation project and no investor, current regulations cannot be applied yet," said Ms. Kieu.
District 5 should be a model for renovating old apartments for the whole city.
There are currently 20 households who used to live in the apartment building at 440 Tran Hung Dao and have been temporarily residing in District 6 for over 2 years. Through meetings with voters, people have repeatedly expressed their frustration and hope to soon stabilize their lives.
Therefore, District 5 continues to request the City to soon arrange the budget, and at the same time the Department of Construction guides the preparation of compensation and resettlement plans in accordance with legal regulations.
The representative of the Department of Construction said that the apartment building at 440 Tran Hung Dao has been demolished by the district. The Department has submitted a document to the City People's Committee and the City has assigned the Department of Finance and the Department of Justice to give their opinions, so that the Department of Construction can synthesize and report back to the City People's Committee.
Speaking at the meeting, Chairman of the City People's Committee Nguyen Van Duoc pointed out some shortcomings of the district, especially the renovation of old apartment buildings and the low rate of public investment disbursement compared to the general level. The City Chairman suggested that the district should focus on improving in the coming time.
Regarding the renovation of old apartments, Mr. Duoc suggested that District 5 boldly take the lead and implement a comprehensive project for the entire area. According to him, it is necessary to calculate a plan to synchronously and modernly rebuild old apartments, ensuring that people are resettled on the spot with better living conditions, new, spacious houses.
“The district should see if there are any investors with enough capacity and call them to work on the entire district. If it can be done, it will be like the story of the renovation of the Nhieu Loc - Thi Nghe canal in the past, creating a big change for the urban landscape and people's lives,” Mr. Duoc emphasized.
Building a school on the "golden land" of District 5 People's Committee headquarters
Also at the meeting, the People's Committee of District 5 proposed that Ho Chi Minh City approve the policy of using the land at 203 An Duong Vuong (currently the headquarters of the District People's Committee) to build a new primary school, with a total estimated investment of 150 billion VND.
According to the district, the area currently has a number of primary schools but they are small in area, lacking playgrounds and functional rooms. Building new schools with adequate facilities is necessary to meet the increasing learning needs.
Constructing two new headquarters of the People's Committee of Cho Quan and Cho Lon wards
District 5 also proposed adding 100 billion VND to the medium-term public investment capital plan for the 2026-2030 period to build new headquarters for the People's Committees of Cho Quan and Cho Lon wards.
In which, the headquarters of Cho Quan Ward People's Committee is expected to be built at 462-464 An Duong Vuong (Ward 4), on the land that was previously the headquarters of the Center for Economic Development Support and Labor Supply (now dissolved).
The headquarters of Cho Lon Ward People's Committee is expected to be located at 279 Hai Thuong Lan Ong (Ward 13), on the land currently managed by District 5 Public Service Company Limited.
