Reporters of Bac Kan Newspaper had an interview with comrade Ha Duc Huan, Standing Deputy Secretary of Cho Moi District Party Committee, about the spirit of direction and the work of arranging and assigning cadres in the process of implementing a two-level government.

Reporter: Dear comrade, could you please tell us the viewpoint and guiding spirit of Cho Moi District Party Committee in implementing the policy of dissolving district level and merging communes?

Comrade Ha Duc Huan: The implementation of the policy of reorganizing administrative units at district and commune levels is one of the key tasks, demonstrating the high political determination of the Cho Moi District Party Committee. Based on the direction of the superiors, Cho Moi District determined that this is not only a matter of reorganizing the apparatus, but also an opportunity to improve the effectiveness and efficiency of state management, streamline the staff and meet the development requirements in the new situation. We clearly understand the spirit of being proactive, cautious, synchronous and not causing major disruption to the lives of cadres and people.

Reporter: What specific plans and roadmap does the locality have to implement this policy?

Comrade Ha Duc Huan: Immediately after receiving the directive documents from the Central and the province, the District Party Committee issued a plan for implementation and developed a merger plan suitable to actual conditions. The roadmap is implemented in the following stages: (1) Reviewing the current organizational structure; (2) Organizing conferences to collect opinions from cadres, party members and people; (3) Submitting the plan to competent authorities for approval; and (4) Arranging, handing over and completing legal documents no later than June 30. Ensuring compliance with the policies of superiors.

Reporter: What are the principles for the reorganization and reassignment of staff? Are there any difficulties or problems, sir?

Comrade Ha Duc Huan: The general principle is to ensure compliance with the regulations of the Central and the province and maintain the stability of the political system. The arrangement and reassignment of cadres and civil servants is basically carried out according to the following principles: Ensuring compliance with the regulations of the Central and the province on job positions and number of employees; maximizing the capacity, strengths, and work experience of cadres; prioritizing the arrangement of cadres with good qualities, solid expertise, and a high sense of responsibility; minimizing disruption, creating stable psychological conditions for cadres to work with peace of mind.

However, during the implementation process, the locality also encountered some difficulties such as: Balancing job positions in some communes with large population and large areas; the fear of some officials when transferring to work far from their place of residence. To overcome these difficulties, the district has proactively worked with relevant departments and branches, while promoting propaganda, dialogue and mobilization to create internal consensus, thereby contributing to stabilizing the new organizational apparatus after the merger in a sustainable manner.

Reporter: So before and after the merger, what was the situation of staffing and arrangement of commune-level cadres, comrade?

Comrade Ha Duc Huan: Before the merger, the total number of district-level cadres, civil servants and public employees was 139 comrades. The district directed the entire staff to review, classify and rearrange them in accordance with the new commune-level administrative unit. It is expected that about 21 comrades will be eligible for retirement under the current regime; 03 comrades will quit their jobs; 83 comrades will be transferred and assigned to work in 05 new communes after the merger; The arrangement of 32 civil servants of public service units under the District People's Committee has not been carried out yet due to waiting for instructions from superiors.

This arrangement was carried out carefully and planned, ensuring the legitimate rights of the staff, creating the most favorable conditions for them to continue to promote their capacity and experience in the new working environment.

Reporter: Could you please tell us if the communes are facing a shortage of cadres and civil servants after the merger? If so, in which positions?

Comrade Ha Duc Huan: Cho Moi District has proactively reviewed and re-evaluated the entire staff and civil servants at district and commune levels. On that basis, the plan to arrange commune-level staff after the merger is expected to be implemented objectively, scientifically , reasonably, in accordance with the orientation on the prescribed staffing and in harmony with the requirements of tasks and practical needs in each locality. According to the current plan, the staffing in communes basically ensures both quantity and requirements on public servants. Currently, there are 07 leadership positions that are still lacking due to the lack of personnel meeting the standards and conditions.

Reporter: During the process of implementing the merger policy, what did the locality do to stabilize the mentality and ideology of the team?

Comrade Ha Duc Huan: The implementation of administrative unit merger is a major policy, directly affecting the working position, working environment as well as the personal development path of the staff and civil servants. Therefore, in the initial implementation phase, it is inevitable that some staff will feel anxious and worried about their future careers, especially those who are subject to job re-arrangement or are not yet eligible for retirement.

Realizing that, the Standing Committee of the District Party Committee has proactively directed Party committees, authorities and mass organizations from the district to the grassroots to synchronously implement many solutions to stabilize the ideology of cadres and civil servants, strengthen propaganda work, grasp the psychology to promptly resolve concerns and worries. The development of plans on organizational structure and cadres was carried out by the Standing Committee of the District Party Committee to ensure objectivity, fairness, and suitability with the capacity and legitimate aspirations of each individual. Thanks to the good implementation of ideological work, ensuring legitimate rights, maintaining stability in organizational arrangements, up to now, the cadres and civil servants in the area are basically ready, assured to work, in agreement and support the general policy.

Reporter: Are district-level officials and civil servants ready to take on new tasks at the commune level or in other positions, sir?

Reporter: After the merger, will the locality have redundant headquarters and public works? What is the locality's solution, sir?

Mr. Ha Duc Huan: There are some headquarters that are no longer used for their intended purpose. The district is directing a comprehensive review and developing a solution to submit to the Provincial People's Committee for consideration. The spirit is not to waste public assets, prioritize converting functions to serve education, health, community activities or arrange for units that lack headquarters.

With the drastic, proactive and thorough participation, the work of rearranging and redeploying cadres in Cho Moi district is being implemented methodically and in depth. The team of cadres and civil servants have been and are feeling comfortable in their mindset, gradually adapting to taking on new tasks at the grassroots level - where they are directly involved with the people and their daily lives - to contribute to building an increasingly strong, effective and efficient grassroots government.
