Do not interrupt forest fire prevention and fighting work

In Hung Chau commune (established on the basis of merging Dien Doai, Dien Lam, Dien Truong and Dien Yen communes of the old Dien Chau district), one of the localities taking the lead in perfecting the Steering Committee for the Sustainable Forestry Development Program and commanding forest fire prevention and fighting. The preparation work was carried out quickly and synchronously.
Mr. Nguyen Khanh Duong - Vice Chairman of Hung Chau Commune People's Committee said: "The commune currently has over 450 hectares of pine forest - a type of forest that is easily flammable during the hot season. Meanwhile, a part of the people still keep the habit of bringing fire into the forest to hunt bees, which poses a great risk of forest fires. Therefore, it is urgent to strengthen the steering committee to ensure timely command and coordination when incidents occur."

According to the decision to reorganize, the Steering Committee for the Sustainable Forestry Development Program and the command for forest fire prevention and fighting in Hung Chau commune has 31 members, with the Chairman of the Commune People's Committee as the Head of the Committee; Vice Chairmen of the Commune People's Committee, Chief of Commune Police, Commander of Commune Military Command, and local forest rangers as Deputy Heads. The remaining members are commune officials, civil servants, and representatives of hamlets.
In addition, the commune has set up two checkpoints in key areas, on duty 24/7, requiring everyone entering and leaving the forest to declare personal information to reduce the risk of forest fires. In addition, the local forces are also fully prepared in terms of people and equipment such as fire extinguishers, pumps, and blowers.
Binh Minh Commune (established on the basis of merging Duc Thanh, Ma Thanh, Tan Thanh and Tien Thanh communes of the old Yen Thanh district) - one of the localities with a large forest area with more than 600 hectares of pine forest - has now completed the consolidation of the Steering Committee for the Sustainable Forestry Development Program and command of forest fire prevention and fighting.

Mr. Tran Dinh Canh - Vice Chairman of Binh Minh Commune People's Committee said that the commune has established a grassroots combat team with core forces including militia, village chiefs and team members in 42 hamlets. Each team is equipped with essential fire-fighting tools such as pumps, blowers, fire extinguishers, fire smothering boards... At the same time, the commune sends forces to daily check pine forest areas at high risk of fire.
Yen Thanh Forest Protection Department - the unit in charge of forestry work in the area has proactively coordinated and guided the implementation for all 9 communes in the area. Mr. Nguyen Viet Khanh - Head of this Forest Protection Department said that, right before the time of operating the 2-level local government, the unit closely followed the reality and quickly organized to guide the communes on the process of establishing the Steering Committee in accordance with the regulations in the new Decrees and Circulars.
The District also directly works with commune leaders to provide detailed instructions on the structure, functions, and tasks of each member of the Steering Committee, develop operating regulations, and plans to mobilize forces, logistics, and means to be ready to respond when a forest fire occurs.
Up to now, the locality has had 4/9 communes complete the Steering Committee for the Sustainable Forestry Development Program and command forest fire prevention and fighting, including the communes of Giai Lac, Quan Thanh, Binh Minh, and Van Tu.

Promoting the role of forest fire prevention in the locality
Mr. Nguyen Quoc Minh - Head of the Department of Forest Protection and Nature Conservation, Nghe An Provincial Forest Protection Department said: Since July 11, the Department of Agriculture and Environment has issued a document guiding the development of a forest fire prevention and fighting plan according to Decree No. 156/2018/ND-CP of the Government after operating the 2-level local government.

According to the new guidelines, the development of forest fire prevention and fighting plans is clearly regulated for each group of forest owners. For households, individuals and communities, the plan must be developed according to specific guidance forms and with close coordination between local forest rangers and specialized staff at the commune and ward levels.
For forest owners that are organizations, after receiving comments from the competent authorities, the forest owner unit is responsible for completing and issuing a decision approving the forest fire prevention and fighting plan (PCCCR). Notably, this plan needs to be updated promptly when there are changes in fire risks or conditions related to forest fire fighting.
As for the People's Committees at the commune and ward levels - which play an important role in forest fire prevention at the grassroots level - they are responsible for developing a fire prevention and control plan for forest areas and forest land that have not been allocated or leased. The process of developing the plan must have the coordination of the Forest Rangers and technical experts, and at the same time, consult with relevant agencies before officially approving and organizing implementation.

It is expected that in August 2025, communes in the province will complete the Forest Fire Prevention and Fighting Command Committee.
With the initiative and determination from the grassroots level, the close guidance of the Forestry Department and the coordination of the people, forest fire prevention and fighting in Nghe An is expected to continue to be implemented effectively and stably.
