According to data from the Social Insurance of Region XV, in just the first 5 months of 2025, the whole Ha Tinh province had 873,710 health examinations and treatments under health insurance, with a proposed payment of VND 817 billion; an increase of 70,496 visits (8.78%), an increase of VND 146.71 billion (21.9%) over the same period last year. Of which, outpatient treatment increased by 56,358 visits, an increase of VND 54.44 billion; inpatient treatment increased by 14,138 visits, an increase of VND 92.27 billion. The data shows the wide coverage and timely support of the health insurance policy for the people.

The health insurance policy not only supports people in short-term treatments but is also an important "shield" for chronic and rehabilitation patients - a group that often stays with medical facilities for a long time.
In particular, recently, in Ha Tinh, many patients have been paid by the health insurance fund with high amounts of money such as: Ms. Vo Thi Tho (born in 1964, in Dien My commune, Huong Khe) with bone marrow failure, was paid more than 1 billion VND; Ms. Pham Thi Thinh (born in 1972, in Dinh Ban commune, Ha Tinh city) with acute leukemia, was paid more than 875 million VND; Hoang Nguyen Minh Duc (born in 2013, in Co Dam commune, Nghi Xuan) with acute leukemia, was paid nearly 800 million VND; Mr. Mai Le Trung (born in 1966, in Tran Phu ward, Ha Tinh city) with many cardiovascular diseases, was paid nearly 780 million VND...
Ms. Le Thi Huong Tra - daughter of Ms. Pham Thi Thinh shared: "My mother is seriously ill and requires very expensive intensive treatment. Luckily, we received support from the Health Insurance Fund so the burden was greatly shared."

At the Provincial Rehabilitation Hospital, which mainly treats patients after strokes, injuries or long-term bone and joint diseases, over 85% of patients use health insurance every year. Doctor CKII Nguyen Thi Dien - Director of the hospital said: "Our patients are mainly the elderly and children, for treatment we need specialized rehabilitation techniques, which are expensive. Thanks to health insurance, patients have most of the costs covered, from 80-100%. This helps them feel secure in pursuing a long-term regimen, without having to stop treatment halfway due to financial difficulties."
Obviously, health insurance does not replace the work of doctors, but it is a support to help patients not be alone in the treatment journey. Each time payment is made on time, the policy touches people's lives, keeping them with the belief of recovery.
Expand benefits, increase trust
From July 1, 2025, the Law amending and supplementing a number of articles of the Law on Health Insurance officially took effect, marking a strong shift in both the scope of benefits and implementation methods. The highlights of the new policy are expanding benefits for participants, simplifying procedures, increasing cashless payments, strongly applying digital technology ... All of which aim to achieve greater transparency in management and greater convenience for patients.

Mr. Phan Hoan - Deputy Head of the Health Insurance Regime and Social Insurance Department of Region XV said: The Law amending and supplementing a number of articles of the Health Insurance Law brings many important changes to ensure the rights of health insurance participants and medical examination and treatment facilities. In particular, there are some important contents such as: health insurance participants are entitled to 100% of the benefits when receiving medical examination and treatment at initial health insurance medical examination and treatment facilities nationwide; 100% of the benefits when receiving inpatient medical examination and treatment at basic health insurance medical examination and treatment facilities nationwide; 100% of the benefits when receiving medical examination and treatment at any basic or specialized health insurance medical examination and treatment facility that before January 1, 2025 is determined by the competent authority to be at the district level...
In addition, the Law amending and supplementing a number of articles of the Law on Health Insurance clearly demonstrates the spirit of administrative reform, medical examination and treatment procedures, reducing paperwork, and creating convenience for people. Accordingly, people who are unfortunate enough to have rare or serious diseases can go directly to specialized medical facilities and still enjoy 100% health insurance without needing a referral. The new regulation helps people conveniently access medical services to ensure speed, equality, and fairness."

The Law amending and supplementing a number of articles of the Law on Health Insurance also clearly demonstrates the spirit of administrative reform, medical examination and treatment procedures, reducing paperwork, and creating convenience for people. Accordingly, from January 1, 2025, people with rare diseases and serious diseases (according to the list of 62 rare diseases and serious diseases) can go directly to specialized medical facilities and still enjoy 100% health insurance without needing a referral letter.
The new regulation significantly reduces administrative procedures, helping people to access health services quickly, equally and fairly. The Social Insurance of Region XV is closely coordinating with the Department of Health to strengthen the appraisal of health insurance examination and treatment costs, and settle health insurance examination and treatment costs in accordance with regulations, ensuring the rights of participants.
Ms. Nguyen Thi Kim Anh, 80 years old, in Trung Dinh residential area (Thach Quy, Ha Tinh city) said: “I am very happy that from July 1, 2025, patients who receive medical examination and treatment at home will still be covered by health insurance. Moreover, they can go directly to a specialized medical facility if they have a rare or serious illness. Previously, every time they went to the clinic, they had to ask for a referral letter. Now, I can go directly to a higher level and still be covered by health insurance. I am very reassured and excited.”
With the Social Insurance Law 2024, effective from July 1, 2025, the health insurance policy not only continues to affirm its role as a pillar of social security but also enters a new phase - patients are cared for from the depth of policy to service quality. It is also a journey to build sustainable trust in the hearts of the people.
