Canada initiated an anti-circumvention investigation into semi-trailers imported from Vietnam in 2024 - Illustrative photo
According to the Department of Trade Defense ( Ministry of Industry and Trade ), Canada is currently the country applying the most defense measures against Vietnam in the CPTPP bloc. In 2024 alone, this country initiated 19 investigations, including 12 anti-dumping cases, 5 anti-subsidy cases and 2 self-defense cases. Canada currently ranks 4th globally in the number of investigations, after the US, India and Turkey.
Trade defense measures (anti-dumping, anti-subsidy and safeguard) are legal tools under the WTO that allow importing countries to protect domestic production from foreign goods that cause damage. In which, anti-dumping targets imported products with abnormally low prices to dominate the market, while anti-subsidy aims to eliminate the impact of support policies of exporting countries.
In Canada, investigations are conducted by the Canada Border Services Agency (CBSA) under the Special Import Measures Act (SIMA). If unfair practices are determined to exist, the Canadian International Trade Tribunal (CITT) will decide whether to impose duties or extend safeguard measures to the goods concerned.
Faced with the above situation, the Vietnam Trade Office in Canada is increasing updates on the local situation, new policies and investigations on its website to support Vietnamese businesses in proactively adjusting their business strategies.
Along with that, the Trade Defense Department requested that the overseas Trade Office system strengthen early warnings, support businesses in understanding the investigation regulations of the host country, and support the presentation of the Vietnamese Government 's viewpoint in the cases.
On the business side, the Department recommends diversifying markets and product lines, investing in traceability, making production processes transparent, and closely monitoring information on trade defense cases to respond promptly.
