Since childhood, Mr. Nghia has been educated by his grandparents and parents about the cultural traditions of the Dao ethnic group, so traditional cultural values have gradually permeated him. Growing up, he often participated in cultural and artistic activities with the villagers. In 2012, he was elected as the village party secretary. This was an opportunity for him to spread the spirit and responsibility of preserving the traditional cultural values of the Dao ethnic group to the villagers. Mr. Nghia, together with the front work committee and mass organizations of the village, promoted propaganda and mobilized villagers to participate in the activities of the Binh Yen village folk culture club.

To improve the quality of the club's activities, he regularly encourages and motivates members to actively practice traditional songs to serve the cultural activities of the village and commune; teach folk songs, dances, and teach young people how to weave traditional costumes of the Dao ethnic group...

Mr. Nghia believes that the negative impact of the market economy is causing traditional cultural values to gradually fade away. Therefore, Binh Yen village has had many activities to connect and spread to the villagers the love and pride in the traditional culture of the Dao ethnic group, contributing to building a more united and developed Dao community. Currently, the Dao people in Binh Yen village still preserve many traditional cultural features such as writing, language, the coming-of-age ceremony, and traditional costume embroidery. In particular, they maintain three festivals a year: Thanh Minh festival, the 15th of the 7th lunar month, and the New Year together...

Not only concerned with preserving traditional cultural identity, in nearly 12 years as the village party cell secretary, Mr. Nghia has always focused on innovation and improving the quality of party cell activities, requiring party members to uphold their sense of responsibility for assigned tasks. Every year, he and the party cell committee develop resolutions on economic development in line with the village's reality; regularly mobilize people to change the structure of crops and livestock towards commodity production, bringing high economic value; renovate mixed gardens to grow fruit trees and vegetables to serve daily needs and increase income for families. The village has coordinated with businesses to propagate and mobilize people to participate in labor export; short-term vocational training at training facilities in and outside the province.

Implementing the New Rural Development program in the village encountered many difficulties, because of the low starting point and the unsynchronized infrastructure investment. In order for people to actively participate in the New Rural Development, he and the village executive committee coordinated with prestigious people in the family to go to each house to propagate and mobilize. When they understood that they were the main subjects in the New Rural Development, the people of Binh Yen village voluntarily contributed labor and money to build roads, renovate houses... Up to now, the appearance of the village has changed a lot, the average income per capita reached 52.7 million VND/person/year; the poverty rate decreased to 1.637%; more than 90% of families achieved the title of "Cultural Family".
