Conduct a review and inventory of public assets under local management at 0:00 a.m. on January 1, 2026.
To continue promoting the results of the general inventory of public assets and improve the efficiency of management and use of public assets in the province, the Chairman of the Provincial People's Committee requested the Department of Finance to urgently review the Government 's Decrees to propose competent authorities to issue standards and norms for the use of specialized public assets, decide on standards and norms for the use of public assets under the province's management according to regulations, as a basis for equipping assets according to prescribed standards and norms to ensure assets serve work requirements.
When appraising budget estimates, investment policies, procurement, repair, upgrading of public assets and budget settlement, it is necessary to closely review and specifically determine the necessity, standards and norms prescribed by each agency and unit. Regularly inspect and coordinate with the Provincial Inspectorate to inspect the compliance with the law on management and use of public assets of agencies and units under the management of the locality to promptly guide, correct and handle violations (if any).
Based on the principles, scope, and subjects of the general inventory of public assets approved by the Prime Minister in Decision No. 213/QD-TTg dated March 1, 2024 and the guidance of the Ministry of Finance , the Department of Finance shall preside over and coordinate with relevant agencies and units to review and re-inventory public assets under the management of the locality at 0:00 a.m. on January 1, 2026 according to the new organizational model, synthesize and report to the Provincial People's Committee the implementation results for consideration and reporting to competent authorities according to regulations.
Specialized management departments are responsible for reviewing legal documents on management and use of public assets in specialized fields that have been issued to promptly advise competent authorities to issue detailed regulations within their authority, serving as a basis for agencies, organizations and units under local management to implement the management, use and exploitation of public assets in accordance with regulations.
Agencies, organizations, units and localities, based on the results of the general inventory of public assets, shall, in accordance with current legal regulations, determine the value of assets of undetermined value and put them into management and accounting according to legal regulations; in case of difficulties or problems, coordinate with the Department of Finance for guidance on implementation in accordance with regulations.
Units and localities must strictly manage and use public assets in accordance with current laws; thoroughly handle damaged assets, assets with expired depreciation values and assets that are not used effectively in accordance with the law. For surplus assets that are no longer needed, promptly develop a plan for handling and send it to the Department of Finance for synthesis and consultation with competent authorities for consideration and decision. In the process of making estimates for investment in construction and procurement of public assets, it is necessary to consider the actual status of public assets being managed and used, determine the necessity and compliance with prescribed standards and norms. Determining the management and use of public assets is an important criterion to assess the level of task completion of heads of units and localities in practicing thrift and combating waste according to the Party's guidelines and policies and the State's laws.
