Speaking at the opening of the conference, Mr. Khuong Le Thanh - Member of BSR's Board of Directors emphasized: "The Dung Quat Oil Refinery Upgrading and Expansion Project is one of the key projects, requiring to be implemented on schedule, ensuring quality and efficiency. Therefore, BSR hopes to receive the support and active cooperation from international EPC contractors to soon deploy the work to put the project into operation according to the set plan."
At the program, Mr. Nghiem Duc Duong - Deputy General Director of BSR, Head of the Dung Quat Refinery NCMR Project Management Board (DQRE Board) affirmed: “Today, I can say that all preparations are ready. I hope that in today's conference, we will all work together to make every effort and fully share information related to the project plan. Each individual and each unit plays an important role, working towards a common goal with the spirit: One team - One goal. Thereby, we will cooperate together and soon implement the Dung Quat Refinery NCMR project”.
At the conference, BSR introduced information about the project to contractors and discussed the bidding plan and process. Some opinions from contractors were recorded and referred to by BSR such as: Joint venture/consortium trend to share risks and maximize the capacity of each party; Time to prepare bidding documents; Recommendations to share draft EPC contract conditions; Financial plan, especially the ability to mobilize capital from export credit institutions (ECA); Ceiling price of EPC bidding packages...
In addition, to ensure transparency and efficiency in the international bidding process, BSR has also proactively promoted preliminary communication through channels such as: BSR website, Petrotimes, Vietnam News Newspaper and international specialized pages... Thereby, widely publicizing information about bidding packages, contributing to finding reputable and quality partners and contractors to ensure the early and successful implementation of the project.
The EPC package will be organized for international open bidding in a one-stage, one-envelope format, without online bidding. The time for organizing contractor selection and signing the contract is expected to last 167 days, including 90 days for preparing bidding documents (HSDT) and 77 days for evaluation, negotiation and signing the contract.
BSR has proactively taken steps to ensure that the bidding process is methodical, transparent and in accordance with regulations. Specifically, the Company has drafted the establishment of an Expert Team and an Appraisal Team from experienced personnel from the DQRE Board and related functional Boards; Worked closely with the FEED contractor to complete the scope of work and evaluation criteria in the bidding documents (BID); Developed the BID according to the form of Circular 22/2024/TT-BKHĐT, and adjusted it to suit the specific characteristics of the international EPC bidding package.
Regarding the contract, DQRE applies the FIDIC Silver Book (International Standard for EPC Projects) with full general and specific conditions. The draft EPC contract has been completed and is in the stage of consulting experts to ensure comprehensiveness, transparency and feasibility in actual implementation.
Concluding the conference, BSR Deputy General Director Nghiem Duc Duong thanked the contractors for attending, listening, sharing and contributing many practical ideas and solutions for the project. BSR Deputy General Director Nghiem Duc Duong emphasized that the thorough and methodical preparation for the EPC package is not only a strategic step but also clearly demonstrates BSR's proactive and professional spirit. This will be a solid foundation for the Company to select a qualified and reputable EPC contractor, contributing to ensuring the progress, quality and efficiency of the project.
