Ministry of Construction responds to proposal to expand National Highway 4C through Ha Giang

The Ministry of Construction has just sent a document to the National Assembly Delegation of Ha Giang province in response to the petition of voters of Ha Giang province regarding the expansion of National Highway 4C to meet the travel needs of the people.

According to voters of the Ministry of Construction, the current National Highway 4C ( section from Km153 - Km154+500) is still narrow, not meeting the needs of tourists visiting and traveling to the Dong Van stone plateau, and at the same time greatly affecting the traffic safety of tourists and local people. Therefore, voters proposed a plan to expand the above route.

Regarding this issue, the Ministry of Construction said that National Highway 4C plays an important role in promoting socio-economic development and ensuring national defense and security in the midland and mountainous regions of the North in general and Ha Giang province in particular.

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, National Highway 4C belongs to Ring Road 1, the section passing through Ha Giang province is about 200km long, with a scale of level III - IV road, 2 - 4 lanes.

The Ministry of Construction agrees with the proposal of voters in Ha Giang province on the need to invest in upgrading National Highway 4C to meet transportation needs, support regional socio-economic development, and serve tourists visiting the Dong Van Karst Plateau Global Geopark.

"Due to funding difficulties, the Ministry of Construction has not been able to arrange investment for the project in the 2021-2025 period. In the 2025 maintenance plan, National Highway 4C is allocated 103 billion VND to repair damaged road surfaces and works on the route to ensure convenient and safe traffic for people and vehicles," the Ministry of Construction added.

The Ministry of Construction acknowledges the voters' recommendations and will coordinate with the People's Committee of Ha Giang province to review and implement procedures for handing over national highways that will be decentralized to the provincial People's Committee for management, including National Highway 4C, expected to be completed in the first quarter of 2025. It is recommended that localities prioritize balancing and allocating investment capital for National Highway 4C as mentioned above by voters and the Ministry of Construction will coordinate with localities to report to competent authorities for consideration and investment in upgrading and expanding the route in the period of 2026 - 2030.

"In the immediate future, the Ministry of Construction will direct the Vietnam Road Administration to plan maintenance and repair of National Highway 4C from Km153 - Km154+500 mentioned above to ensure favorable travel and transportation conditions for people and businesses in the area," the Ministry of Construction emphasized.
