Implementing the direction of the Prime Minister, the Ministry of Construction has sent an official dispatch to the Ministry of National Defense and the People's Committees of provinces and centrally-run cities requesting proposals for investment projects in building transport infrastructure that are of special significance to socio-economic development and ensuring national defense and security in localities and regions.
Based on the synthesis, the Ministry of Construction has received proposals from localities on 39 projects including: 20 expressway projects, 11 road projects, 5 railway projects and 3 airport projects.
After the review process, the Ministry of Construction proposed to add 9 projects in the investment preparation stage of important significance to the list of the Steering Committee. Specifically:
Bac Kan - Cao Bang Expressway ( Bac Kan area), 62km long, total investment of 19,000 billion VND, public investment capital.
Hoa Lac-Hoa Binh Expressway and upgrading National Highway 6, Xuan Mai-Hoa Binh section, 23.04 km long, total investment of 10,475 billion VND, PPP form.
Hoa Binh-Moc Chau Expressway (Km0+00 - Km19+00), 12.5km long, total investment of 5,876 billion VND, using public investment capital.
The route connecting Gia Binh airport to Hanoi, 14km long, total investment 42,451 billion VND, mixed form.
Cam Lo-Lao Bao Expressway, 56 km long, total investment of 13,939 billion VND, PPP form.
Quy Nhon-Pleiku Expressway (section through Binh Dinh), 125km long, total investment of 43,734 billion VND, using public investment capital.
Upgrading and expanding Ca Mau Airport, with a total investment of 2,399 billion VND, invested by Vietnam Airports Corporation.
Expanding Ho Chi Minh City-Trung Luong-My Thuan Expressway, 96km long, total investment of 39,800 billion VND, PPP form.
Cho Moi-Bac Kan project, 28.8km long, total investment 5,750 billion VND, using public investment capital.
In addition, 13 other important projects being studied for investment by localities in the 2026-2030 period will be considered by the Ministry of Construction for addition when the time to carry out investment preparation work is determined.
The Ministry of Construction also recommended not to add to the list the remaining projects such as small-scale, non-expressway auto routes and railway projects (which already have their own Steering Committees).
Currently, the list of projects under the Steering Committee includes 37 out of a total of 95 component projects, mainly road projects (35 projects) and aviation projects (2 projects).
Since its establishment, the Steering Committee has held 17 meetings and conducted many field inspections, directed the removal of obstacles, and urged progress.
As of early July 2025, the Ministry of Construction has put into operation additional sections of 6 eastern North-South Expressway component projects, increasing the total length of expressways nationwide to 2,268 km.
The Ministry of Construction is also focusing on urging the implementation of 25 projects/component projects with a total length of 941 km, striving to complete in 2025 to achieve the target of 3,000 km of expressway nationwide, while promoting the progress of Long Thanh International Airport - Phase 1.
