With that meaning, the head of the education sector affirmed that he will join the entire sector to implement Resolution 71 of the Politburo right from the first days of the new school year.

"It is necessary to immediately review, self-examine, self-correct, clearly recognize and resolutely overcome the limitations. The overcoming cannot be done overnight, but it needs to be done immediately and every morning and every afternoon," Mr. Kim Son affirmed.

In addition, the Ministry of Education and Training will urgently complete the assessment of the implementation of the 2018 general education program; develop new plans for textbooks, e-textbooks, and e-learning materials; issue and implement a new preschool education program; and promptly implement the construction of boarding and semi-boarding schools in border communes and the solidification of classrooms.

Reorganize the network of universities, colleges and vocational schools, reduce the number; improve quality, restructure within universities and colleges, deploy smart digital management models, and eliminate intermediaries.

Build a national scholarship fund and policies to support learners; strongly deploy AI strategies in education, digital transformation and smart school development, connect and put into operation the lifelong learning records database of learners from the beginning of 2026.

Previously, in Resolution 71, the Politburo directed the education sector to review the implementation of the general education program, ensuring the provision of a unified set of textbooks nationwide.
