Ministry of Science and Technology announced the decision to appoint and transfer staff

DNVN - On the afternoon of September 12, 2025, the Ministry of Science and Technology held a ceremony to announce and hand over decisions on appointment and transfer of staff to 4 affiliated units, including the National Digital Transformation Agency, the Central Post Office, the Intellectual Property Office and the Vietnam Internet Center.

The announcement ceremony was chaired by Minister Nguyen Manh Hung, member of the Party Central Committee. Also attending the ceremony were leaders of the Ministry such as Comrade Vu Hai Quan, member of the Party Central Committee, Permanent Deputy Minister; Bui The Duy, alternate member of the Party Central Committee, Deputy Minister of Science and Technology ; Deputy Ministers Pham Duc Long, Le Xuan Dinh, Hoang Minh and leaders of units under the Ministry.

The officials appointed and transferred at the ceremony include:

Mr. Tran Duy Ninh, Director of the Central Post Office, was transferred and appointed for a limited term to hold the position of Director of the National Digital Transformation Department.

Mr. Nguyen Hong Thang, Director of Vietnam Internet Center, was transferred and appointed to hold the position of Director of the Central Post Office for a limited period.

Mr. Nguyen Truong Giang, Deputy Director of Vietnam Internet Center, was assigned to hold the position of Acting Director of Vietnam Internet Center until a new decision is made.

Mr. Nguyen Hoang Giang, Deputy Chief of Office of the Ministry of Science and Technology, concurrently Secretary of the Minister of Science and Technology, was transferred and appointed to the position of Deputy Director of the Department of Intellectual Property.

Mr. Ha Quoc Trung, Deputy Director of the Information Technology Center, Ministry of Science and Technology, was transferred and appointed for a limited period to hold the position of Deputy Director of the Department of Intellectual Property.

Mr. Nguyen Minh Thu, Director of CP16 Post Office, Central Post Office, was appointed for a limited term to the position of Deputy Director of Central Post Office.

Minister Nguyen Manh Hung personally presented the decision and congratulated the appointed and transferred officials.

In their acceptance speeches, the officers expressed strong determination and commitment to carry out the following key tasks:

Mr. Tran Duy Ninh affirmed that he will focus on developing the Law on Digital Transformation to submit to the National Assembly at the 10th Session, 15th tenure; advising on the issuance of the National Digital Architecture Framework; guiding the implementation of 84 shared digital platforms; increasing the rate of online public services throughout the process and completing the Decree on management of IT application investment using state budget capital.

Mr. Nguyen Hong Thang emphasized the need to absolutely protect the security of communications information serving the Party and the State, while perfecting the legal basis for the specialized communications network and expanding the data transmission network from the central to the communal level, ensuring consistency and connectivity throughout the entire political system.

Mr. Nguyen Truong Giang pledged that the Vietnam Internet Center (VNNIC) will continue to manage and sustainably develop national Internet resources, promote IPv6 Only, improve the operational efficiency of VNIX, expand services to support the international Internet community, focus on research and innovation, and build a team of highly qualified and responsible VNNIC staff.

Mr. Nguyen Minh Thu affirmed his commitment to act according to the principle of "Correct - Effective - Safe", with the goal of modernizing financial and investment management based on technology, data and artificial intelligence and will focus on completing projects to upgrade and modernize specialized networks.

Mr. Ha Quoc Trung said that he will focus on digital transformation in intellectual property management and services, enhancing domestic and international data connections and training a team of digitally competent staff.

Concluding the ceremony, Minister Nguyen Manh Hung congratulated the appointed and transferred officials, and assigned the officials in their new positions to continuously strive to develop the Ministry and the industry and contribute to the development of the country.
