The Ministry of Science and Technology is implementing a Project on restructuring public science and technology organizations.
3 levels of public science and technology organizations
According to the orientation of the Project, the network of public science and technology organizations will be structured into three clear levels: directly under the Government ; directly under ministries, branches and under provincial People's Committees.
The public science and technology organizations under the Government include two academies: the Vietnam Academy of Science and Technology and the Vietnam Academy of Social Sciences. These institutes are responsible for conducting basic research, strategic and policy research.
Public science and technology organizations under ministries and ministerial-level agencies include 12 organizations for strategic research and sectoral policies; 27 organizations for development, application and technology transfer focusing on priority areas according to a multi-sectoral and multi-disciplinary model. In addition, there will be 04 special-level organizations operating in the fields of atomic energy, agriculture, forestry, irrigation and 01 special organization operating in the field of mathematics.
The planning direction for this level includes reorganizing or dissolving weakly performing organizations with overlapping functions and tasks. Basic research tasks will be transferred to the two Academies and higher education institutions. In particular, the Project encourages the connection of science and technology organizations with enterprises and higher education institutions, encourages the conversion to the model of institutes within enterprises or directly under universities, and develops the model of public-private research institutes.
One of the important highlights is the orientation to focus on building key science and technology organizations in strategic technology fields such as artificial intelligence and big data, environmental technology, new materials, clean energy, and agricultural biotechnology. Special and specific science and technology organizations will continue to be maintained to undertake national strategic research tasks. The main goal of the Project is that each ministry and sector can form at least 01 Innovation Center suitable for the sector and management field, on the basis of consolidation or new establishment.
Public science and technology organizations under the management of the provincial People's Committee include 34 organizations performing the functions of supporting enterprises, transferring technology, incubating, and transforming into innovation centers. Particularly in Hanoi and Ho Chi Minh City, each locality will have 02 more organizations conducting research on strategies and policies for local socio-economic development. These organizations will focus on promoting innovation, creative startups, supporting enterprises and transferring technology.
Goals and implementation roadmap
The project sets out many specific goals, including forming 15-20 strong science and technology organizations in scientific research and technology development in strategic technology fields, ensuring that 30% of science and technology organizations operate with self-financing and operate according to market mechanisms. In addition, after restructuring, the rate of commercialization of research results from science and technology organizations performing applied research and technology development functions will reach at least 2%. Science and technology organizations will become an important source of support for technological innovation for Vietnamese enterprises.
The implementation roadmap of the Project is divided into two phases. Phase 2026 - 2027: Focus on reorganizing the network of public science and technology organizations of ministries, branches and localities, developing and promulgating guiding regulations. Phase 2027 - 2030, vision 2050: Investing resources, developing science and technology organizations, including allocating state resources, mobilizing socialization, public-private partnership and implementing development investment programs and projects. Some organizations will also be converted to new models such as innovation centers, enterprises or directly under higher education institutions.
The project to reorganize public science and technology organizations is a strategic step to optimize resources, improve operational efficiency and create new momentum for the development of science, technology and innovation in Vietnam.
