At the headquarters of Duong Phong commune (Bach Thong), the place chosen to be the headquarters of Bach Thong commune (merging Duong Phong, Quang Thuan and Dong Thang communes), the atmosphere of preparation for the new commune model is extremely urgent and hasty.
The commune's Cultural House has been converted into a workplace for 20 civil servants. Some cadres and civil servants transferred from the province and district have proactively found accommodation and cooking places, and the new commune nameplate is also being prepared for installation. Currently, the number of staff in Bach Thong commune is nearly 90 people, 37 Party staff are arranged to work at the old Quang Thuan commune headquarters, and more than 50 government staff work at the Duong Phong commune headquarters. Although 2 offices are arranged, with nearly 90 staff, the problem of seats and offices for commune cadres and civil servants is still difficult. In the immediate future, the leaders of Bach Thong commune have proposed a solution to arrange about 4 cadres and civil servants/office, and at the same time renovate the function of the Duong Phong Commune Cultural House into a workplace.

Comrade Ma Thi Man, Secretary of the Party Committee of Bach Thong Commune (new) said: "The workload is large and the time is urgent, so we are highly focused on the preparation work to be ready for the time of July 1 to operate the new commune-level government model. The preparation process encountered many difficulties from facilities, organization, arrangement, and use of human resources... but everyone is unanimous and joins forces to look forward to the innovation ahead."

Na Ri commune (new) was established on the basis of merging Son Thanh commune, Kim Lu commune and Yen Lac town (Na Ri) with a total natural area of 112.73 km 2 , population of 11,494 people, the office is located in Yen Lac town now. After successfully testing the new administrative apparatus (June 17), the leaders of Na Ri commune urgently deployed tasks according to the set schedule. Each task was assigned to the staff to make the commune's apparatus operate smoothly and without interruption from the beginning of July. Focusing on eliminating temporary houses, disbursing capital for national target programs, implementing the winter-spring crop... are the areas of work that the commune has identified to focus on when the apparatus is stable.
“I voted to agree to merge commune and provincial levels because I believe in the policy of the Party and State. After the merger, the distance from my house to the commune center will be up to 17km, but I think many administrative procedures can be resolved online, so it is not a concern. I hope that after the merger of communes and provinces, there will be some factories and construction companies in the locality so that my son can return to work as a worker near home,” Ms. Hoang Thi Nguyen, Son Thanh commune (Na Ri) expressed her wish.
Due to some personal reasons, Ms. Pham Thi Ngoc Tu, an official of the Information Technology Center, Office of the People's Committee of Bac Kan province, requested to transfer to work at the commune level from July 1. This was not an easy decision because she had been with her colleagues in the agency for many years, and the working environment in the commune also had many differences that required her to change and adapt. Ms. Tu believes that no matter where she works, in any position, she will serve the people and the country. As long as she makes an effort and is dedicated to her work, all difficulties will be overcome.
Along with Ms. Tu, thousands of commune-level cadres and civil servants are also ready to change and adapt to meet task requirements in the context of changes in the size, tasks, and powers of the commune-level administrative apparatus.

On June 16, 2025, the National Assembly Standing Committee passed Resolution No. 1683/NQ-UBTVQH15 on the arrangement of commune-level administrative units of the new Thai Nguyen province (merging Bac Kan with Thai Nguyen) in 2025. Accordingly, 108 commune-level administrative units of Bac Kan alone will be merged into 37 new commune-level administrative units.
“Currently, all preparations have been basically completed, ready for the historic event of July 1 - the day new communes and wards come into operation under the new model, with the goal of improving the effectiveness and efficiency of operations and bringing the government closer to the people,” informed Mr. Vu Van Yen, Deputy Director of the Provincial Department of Home Affairs./.
