Egypt plans to rebuild Gaza without Hamas

Egypt is working with the World Bank to prepare an alternative to US President Donald Trump's plan to turn the Gaza Strip into a Washington-owned 'Riviera of the Middle East'.


Hamas will be formally removed from the management and control of the reconstruction of the territory under Egypt's plan, The Guardian reported. The reconstruction process will be temporarily handed over to a social support committee.

Arab states, including the United Arab Emirates (UAE) and Qatar, are preparing financial proposals to fund reconstruction on the basis that Palestinians have the right to stay in Gaza and are not forced to relocate temporarily or permanently. Reconstruction would take three to five years.

Observers now expect that the committee proposed in Egypt's plan will include independent technocrats and representatives of civil society and trade unions, to ensure that no faction controls or dominates the Gaza Strip, according to The Guardian. However, the future military status of Hamas in Gaza remains unresolved, which could be a barrier to Israel's approval of the plan.

Arab leaders are expected to discuss alternatives to Trump's Gaza plan at an Arab summit to be held in Riyadh, Saudi Arabia, on February 27.

So far, Saudi Arabia has not officially called for Hamas to be excluded from Gaza's reconstruction or governance. However, UAE senior foreign affairs adviser Anwar Gargash has backed a recent call by Arab League Secretary General Ahmed Aboul Gheit that it would be "appropriate and reasonable" for Hamas to withdraw from the Gaza administration.

“The interests of the Palestinian people must come before those of Hamas, especially given the calls to relocate Palestinians from Gaza and the conflict that has devastated the Gaza Strip, its social fabric and its people as a result of the group’s decisions,” said Mr. Aboul Gheit.

Mr. Gheit said that President Trump's proposal to relocate about 2 million Palestinians from Gaza would push the region into a cycle of crisis with a damaging impact on peace and stability. Egypt and Jordan quickly rejected Mr. Trump's idea, saying that the White House's proposal would mean destroying the Palestinian cause.

Although affirming that the US does not rule out an alternative to Mr. Trump's plan, US Secretary of State Marco Rubio still emphasized that: "Any plan that leaves room for Hamas in the Gaza Strip will be a problem, because Israel will not tolerate that, so everything will go back to the starting line."
