According to the Department of Overseas Labor Management ( Ministry of Home Affairs ), in July 2025, the whole country had 11,090 Vietnamese workers going abroad to work under contracts, including 3,374 female workers.
In the first 7 months of 2025, the whole country sent 85,781 Vietnamese workers to work abroad under contracts, including 28,991 female workers, reaching 65.9% of the yearly plan (the annual target is 130,000 workers).
Key markets continue to account for a large proportion of the total number of workers sent abroad. Of these, Japan received 39,558 workers; Taiwan (China): 32,471 workers; South Korea: 7,340 workers.
Along with that, markets such as China, Singapore, Romania and Hungary also contributed to increasing the total number of workers going to work abroad, showing the efforts of labor export enterprises to expand their markets and the initiative of workers in accessing international job opportunities.
Proactively negotiate, expand markets, improve human resource quality
The Department of Overseas Labor Management said that in recent times, this agency has actively researched the legal regulations and policies of labor-receiving countries to proactively advise competent authorities on solutions to adjust policies and regulations in accordance with international practices and developments.
In addition, the proposal to amend legal regulations, including decentralization to local authorities in the management of overseas labor, is also being studied to meet the requirements of innovation in the organization of the two-level local government apparatus and the arrangement of administrative units.
Notably, the Department of Overseas Labor Management is also coordinating with relevant ministries and branches to develop a Strategy for developing activities to send Vietnamese workers to work abroad in the coming period, ensuring compliance with the global labor movement trend and the requirement to improve the quality of human resources.
In the coming time, the work of promoting, negotiating and signing labor cooperation agreements with countries such as Israel, Thailand, Japan, Korea, Canada, the Russian Federation, etc. will continue to be strengthened. These are markets with high demand for labor, good income and long-term potential.
In parallel with maintaining traditional markets, Vietnam is also expanding its market in Europe, focusing on new industries with stable jobs and high income. This contributes to diversifying choices for workers, limiting the risk of dependence on a few large markets.
To improve the quality of human resources, the Department of Overseas Labor Management coordinates to promote vocational education and link vocational training facilities with labor export enterprises. Thereby, workers are equipped with necessary vocational skills, foreign languages and legal knowledge, helping them quickly integrate into the international working environment.
The results achieved in the first 7 months of 2025 are an important premise to continue expanding the overseas labor market, improving labor quality, while ensuring the legitimate rights and interests of Vietnamese workers working abroad, contributing to the successful implementation of the set goals and plans for the whole year.
