At the Workshop on building a culture of law compliance as required by Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era organized by the Ministry of Justice , Director of the Department of Legal Dissemination, Education and Legal Aid (DLE&TGPL) Le Ve Quoc emphasized that the concept of "legal culture" or "legal culture" is no longer strange in our country's legal life in recent years.
However, the phrase "culture of law compliance" has only recently been mentioned in speeches by General Secretary To Lam and has been officially expressed in Resolution No. 66-NQ/TW.
From here, a series of questions arise that need to be further clarified: What is a culture of legal compliance? How is it different from a legal culture? What are the internal components of this concept and how does it exist in society? From an objective perspective, what are the elements that create a culture of legal compliance?
Another content that Director Le Ve Quoc paid special attention to was identifying factors that impact and influence the process of forming, maintaining and developing a culture of law compliance, especially in the context of building and perfecting the socialist rule of law state of Vietnam.
Prof. Dr. Nguyen Minh Doan, Hanoi Law University, said that the culture of law compliance is an important and fundamental part of legal culture in particular and culture in general. Law is a sharp tool for social management, but law can only promote its role and values in maintaining order and creating conditions for social development when it is respected and implemented consciously and strictly in life.
Stating some criteria for assessing the culture of law compliance among officials and people, Professor, Dr. Nguyen Minh Doan said that some criteria are: Having correct, complete and accurate knowledge of legal regulations that one needs to comply with; correct attitude and feelings towards the law, the process of legal adjustment; positive legal behavior; proper legal communication and appropriate methods, capabilities and qualifications of using legal tools of state officials and employees...
Prof. Dr. Le Minh Tam, former Vice President and General Secretary of the Vietnam Lawyers Association, former Rector of Hanoi Law University, has proposed a number of solutions to build and develop a culture of law compliance in the current conditions in Vietnam.
In particular, innovating the work of communicating policies and laws; disseminating legal knowledge, raising legal awareness, making compliance with the law a way of life and habit, ensuring respect for the Constitution; continuing to perfect the legal system, perfecting legal institutions, legal tools and means; focusing on building a culture of law compliance among enterprises and businessmen...
Concluding the workshop, Deputy Minister Nguyen Thanh Ngoc emphasized that the formation of a culture of law compliance is the result of a profound transformation process - from coercive compliance to self-awareness, from reaction to proactivity, clearly reflecting the depth of a developed society.
According to the Deputy Minister, the comments, analysis and suggestions of experts and scientists are a valuable basis for the Ministry of Justice to gradually shape the concept of "culture of law compliance", establish the content and evaluation criteria suitable for each group of subjects - from officials, civil servants, businesses to people...
On that basis, ministries and branches will have the basis to develop specific action programs from legal education in schools, communication in society, to implementation in the public authority system. All aim to build a culture of compliance with the law that is substantial, sustainable and widespread, meeting the development requirements of the country in the new era.
