BHG - With creative approaches, close to the grassroots and mobilizing internal resources from members, the Campaign to build a family of "5 no, 3 clean" implemented by the Provincial Women's Union has become a bright spot, with widespread influence, contributing to improving the material and spiritual life of women and completing the criteria of New Rural Areas (NTM) in a sustainable and substantial manner.
Comrade Lu Thi Ha, Vice President of the Provincial Women's Union, said: "Determining the campaign to build "5 no, 3 clean" as a key and continuous task, right from the beginning, the Union proactively issued plans and instructions for synchronous implementation from the provincial to the communal level. With the consensus of the members, 100% of the Union's bases organized implementation in accordance with the actual conditions of each locality. Linking the criteria of "5 no, 3 clean" with the criteria of the new rural areas, many places have had good initiatives for women to do and remember easily. In particular, the Women's Unions of the districts: Hoang Su Phi, Quang Binh, Bac Quang, Vi Xuyen, Meo Vac, Xin Man. In the period of 2020 - 2025, the whole province has 68,988 households meeting 8 criteria of "5 no, 3 clean"; 80,924 households meeting the criteria of "3 clean". This outstanding result directly contributes to the perfecting the criteria of income, environment, health,education in building new rural areas".

Implementing the criteria of no poverty, on average each year, the Women's Union at all levels supports about 193 poor and near-poor women's households to escape poverty through production guidance, access to policy credit capital, and consulting on promising economic models so that women can truly take control of their livelihoods. Programs to accompany women in starting and starting businesses are promoted. In 2024 alone, Ha Giang had an idea that won the first prize at the regional level and the national Encouragement prize at the "Women's Creative Startup and Green Transformation" contest. Women's Unions at all levels actively help members promote and consume brocade products, specialty agricultural products, participate in training on market access skills, and develop collective economy. To date, the whole province has 12 cooperatives, 19 cooperative groups and 550 "Women's Economic Development Association" groups led by women, creating stable jobs for nearly 1,000 members.
Linking project 8 under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas with the criteria of no violations of the law and social evils; no domestic violence; no malnourished and dropout children; no violations of population policy, the Women's Union at all levels has actively coordinated with agencies and units to solve urgent problems for women and children. By skillful and persuasive methods, women are increasingly bringing civilized and progressive values into life, eliminating backward customs.

To materialize the content of 3 clean "clean house, clean kitchen, clean alley", Women's Unions at all levels have carried out 980 works and practical tasks, contributing to building concrete roads, planting flowers along the roads, improving household hygiene, building bright, green, clean and beautiful landscapes. In addition, the Provincial Women's Union is piloting the "Family of 5 has, 3 clean advanced rural areas" club in Phuong Thien commune ( Ha Giang city). In particular, the "3 clean savings tube" model initiated by the Women's Union of Hoang Su Phi district has been replicated throughout the province. Currently, with 201 savings tubes, nearly 1,900 members and a mobilized amount of more than 1.5 billion VND, it has created local resources to take care of the lives of cadres and members; assisted women in difficult circumstances; joined hands to eliminate temporary and dilapidated houses for poor households.
Ms. Hoang Thi Tam, Head of the Women's Union of Yen Lap village, Yen Thanh commune (Quang Binh) shared: “The union has more than 80 female members. To deepen the movement to build a family of “5 no, 3 clean” the union selected members who are pioneering party members as models, then learned from experience and gradually expanded. Women's awareness has changed significantly; houses and kitchens are neatly arranged, household waste is classified and hygienically treated. Only when the house is clean and the alley is beautiful can it be worth living in the new rural area, so some households also plant flowers and ornamental plants around their houses, creating a highlight for the countryside.”
From small actions in each family, the “5 no, 3 clean” movement has created great changes in the community. The values brought will be the foundation and motivation for members and women to continue to promote their core role, join hands to build the countryside to be increasingly innovative, civilized and sustainably developed.
