To prevent organizations and individuals from using ATVs to operate sandboarding and experience off-road driving on Nam Trach sand dunes through licensed areas, a company erected bamboo fences and stretched ropes across the road to the sand dunes. The incident caused a reaction from some organizations and individuals providing services here, as they have been operating here for many years.

Build fences to... manage

To investigate the matter, on the morning of July 16, we were present at Nam Trach sand hill. Here, right in the middle of the white sand hill, a bamboo fence with a long rope was stretched across the road leading to the sand hill. Within the fence, many construction machinery such as bulldozers, excavators, and trucks were leveling the ground to create a road up the hill. Therefore, many ATVs taking tourists up the sand hill were hindered.

Director of Hoang Anh Sand Hill Tourism Company Limited Hoang Minh Cong said: “The incident happened yesterday afternoon (July 15). This morning, when the ATVs of the locals and our company were taking tourists up the sand hill, they were blocked by a bamboo fence. The fence was built by Gosimco Management Capital Company Limited. We were not notified in advance about the fence being built by this company, so we were quite surprised. Our company has been operating ATV services for many years, but suddenly a unit came in and built a fence, preventing normal business activities, affecting tourists coming to experience. We hope that the local government and competent authorities will consider and create conditions for us to continue operating, avoiding the current situation of “blocking rivers and banning markets”.

Working with reporters, Deputy Head of Project Management Board of Gosimco Management Capital Co., Ltd. Duong Quang Huong said that the company is implementing a project to temporarily exploit sand sliding experience services. The company's procedures and operating records have been licensed by competent authorities. Previously, the Department of Agriculture and Environment and local authorities completed procedures to hand over the site in this area to the company. After receiving the site, this morning (July 16), we proceeded to erect a fence to manage the assigned site for construction and put the project into operation, not to erect a fence to prevent tourists from experiencing services on the sand dunes.

Avoid unnecessary disputes

Inquiring into the matter, the reporter learned that, based on the Project for temporary exploitation of sand sliding experience services in Ly Nam commune, Bo Trach district (old), Gosimco Management Capital Company Limited was assigned by the Provincial People's Committee a total area of more than 802,000m2 of sand dunes in the area, including an area within the planning scope of nearly 48,000m2 . For the remaining area of 754,000m2, the investor will continue to be assigned for use. The land lease term is from July 2025 to May 30, 2026. During the implementation of the project, the company also committed to having a joint venture plan, collaborating with households doing business in ATV off-road motorbike services, effectively exploiting the vehicles that have been invested in the past time. Thereby, together building a safe operation plan and creating conditions for tourists to experience unique natural tourism products here.

However, contrary to the commitments stated in the project, Gosimco Management Capital Company Limited said that the fence was built to manage the assigned construction site. Is the above incident really reasonable? If the local government and functional units do not promptly work with relevant parties and come up with a harmonious and unified solution, will it lead to unnecessary disputes between units and individuals doing business at the same location?

Vice Chairman of Nam Trach Commune People's Committee Le Tuan Ton said: “After receiving information about the incident, local authorities and functional forces went to the scene to assess the situation. For now, we request Gosimco Management Capital Company Limited to dismantle the bamboo fence to avoid affecting individuals and units that have been exploiting the service for a long time. In the coming time, we will work with relevant parties, organize propaganda, mobilize, and commit to effectively implementing agreements to share benefits in the process of exploiting this type of tourism service; at the same time, provide new and unique experiential and discovery tourism services for tourists.
