“When the worry about housing was gone, we had the conditions to focus on economic development. After having a solid house, my family boldly invested, developed production and now has escaped poverty,” said Mr. De.
Established on the basis of merging Kham Duc town and Phuoc Xuan commune, Kham Duc highland commune has 42.43% of its population being ethnic minorities and more than 10% of its households being poor.
With the joint efforts of the entire political system and society, Da Nang city has successfully completed the task of eliminating temporary and dilapidated houses. Nearly 13,000 temporary and dilapidated houses have been replaced with solid homes, providing a solid place for people to live.
Faced with this situation, eliminating temporary and dilapidated houses has become one of the top priorities of the Party Committee and the communal government.
Mr. Ho Cong Diem, Chairman of the People's Committee of Kham Duc commune, said: In the period of 2023 - 2025, the commune has set a goal of supporting housing for 264 households, including 98 newly built houses and 166 repaired houses.
Up to now, Kham Duc has successfully completed its set goals, contributing to significantly improving people's living conditions.
“This result is not just a number but a vivid demonstration of the effectiveness of integrated policies, bringing solid and safe homes to people,” Mr. Diem emphasized.
According to Mr. Diem, the success of the temporary housing elimination program comes from the motto "State support, community assistance, individual self-reliance".
The total mobilized budget exceeded the initial budget, reaching VND22,894 billion. Notably, more than 52% of the budget came from contributions from the beneficiaries themselves, along with thousands of days of support labor, demonstrating the determination of the entire community.
Complete the goal
Before implementing the temporary housing elimination program, Da Nang faced many challenges, especially in mountainous areas and ethnic minority areas (formerly Quang Nam province). Here, the terrain is complex, people's lives are difficult, and low incomes make housing improvement limited.
Therefore, the city has identified the task of eliminating temporary and dilapidated houses as an important political task of the entire political system, requiring focused resources to solve.
This task has been given attention, leadership and strong direction by the city since early on, even before the Central Government launched it. As evidence, from the beginning of 2022, the city issued a directive to strengthen the Party's leadership in the work of eliminating temporary housing in the area (Directive No. 25-CT/TU dated March 31, 2022 of the former Quang Nam Provincial Party Committee).
According to statistics, in the period of 2023 - 2025, the whole city issued 1,230 documents on the work of eliminating temporary and dilapidated houses.
In particular, the emulation movement "Join hands to eliminate temporary and dilapidated houses" was launched, widely spread, attracted participation and received strong support, responsibility and affection from many classes of people, organizations and businesses.
With drastic efforts, the work of eliminating temporary and dilapidated houses in the city has "reached the finish line".
According to the City People's Committee, the total number of temporary and dilapidated houses in the 2023 - 2025 period is 12,298 (including 7,257 newly built houses and 5,041 repaired houses). By August 12, 2025, 100% of the target had been completed, including 11,939 completed houses and 359 houses under construction (families committed to complete before August 31, 2025). Thus, following the direction of the Prime Minister, Da Nang city has basically completed the work of eliminating temporary and dilapidated houses.
According to the report, the total budget for eliminating temporary and dilapidated houses in the city in the period of 2023 - 2025 (excluding credit capital) is more than 705.8 billion VND. In addition to the state budget at all levels, the city has mobilized more than 136.6 billion VND from social sources to support people in building and repairing houses.
In addition, during the implementation process, agencies, units, businesses, and communities have supported in kind and more than 6,100 working days for people to build houses. Some sponsors have directly supported households to build houses or provided additional support along with the city's prescribed support sources. The Quang Nam Province Relief Fund (formerly) has integrated support of 2.1 billion VND...
Many good ways
To carry out the work of eliminating temporary and dilapidated houses, Da Nang has taken drastic and creative measures. The city has established a campaign committee at all levels of government and launched the emulation movement "Join hands to eliminate temporary and dilapidated houses" since 2023. This movement has spread widely, attracting the participation of the whole society.
One of the effective models is “Additional support for people to settle down”. Accordingly, Da Nang has flexibly increased the level of support for building and repairing houses for subjects higher than the Government's regulations. Accordingly, for people with meritorious services and relatives of martyrs, the support level for new construction increased from 60 million to 100 million VND/household, and for repairs increased from 30 million to 40 million VND/household. For poor and near-poor households, the support level for new construction increased to 80 million VND/household, and for repairs was 30 million VND/household.
The “Additional support for people to settle down” program was also implemented by Duy Xuyen and Nui Thanh districts of Quang Nam province (old). Specifically, Nui Thanh district supported 80 million VND/household for new construction and 40 million VND for repairs; Duy Xuyen district supported 100 million VND/household for new construction and 40 million VND for repairs.
This increase in support not only shortens the time to complete the target but also improves the quality and sustainability of the project. This model demonstrates proactive policy application, mobilizing more resources, thereby strengthening people's trust.
In addition to financial support, mobilizing human resources is also an effective way. The police force, army, youth union... have participated in providing timely assistance.
For example, officers and soldiers of the city's armed forces contributed 1 billion VND and more than 2,000 working days to support the construction and repair of 53 houses. The city's youth volunteer police force also contributed nearly 3,000 working days to help 40 houses in difficult areas.
According to the City People's Committee, the decisive factor for the success of the program is the focused and decisive leadership and direction of the head and the synchronous participation of the entire political system. This is not only the performance of duties and responsibilities but also a deep sense of gratitude to those with merit and disadvantaged families.
12,298 houses supported
According to statistics, the total number of temporary and dilapidated houses that have been supported in the city is 12,298, including 2,935 houses for people with meritorious services and martyrs' relatives (group 1); 5,326 houses for poor and near-poor households under national target programs (group 2); 4,037 houses for poor and near-poor households and households with housing difficulties outside groups 1 and 2 under the Prime Minister's Launch Program and resolutions of the People's Council (Quang Nam province and former Da Nang city).
