Van Don: Implementing Decree 105 on fire prevention, fire fighting and rescue

On the afternoon of September 5, at Cai Rong Cultural Center, the People's Committee of Van Don Special Zone held a Conference to deploy Decree No. 105/2025/ND-CP of the Government detailing a number of articles and measures to implement the Law on Fire Prevention, Fire Fighting and Rescue.

Speaking at the opening of the conference, Comrade Nguyen Sinh Luong - Vice Chairman of the Special Zone People's Committee emphasized: Fire prevention and rescue work is a vital task, directly related to the safety of people's lives and property and the sustainable development of the locality. Decree 105/2025/ND-CP has supplemented and completed many important regulations, including clearly defining the responsibilities of agencies, units and individuals; completing fire prevention and fighting safety standards and regulations for works and facilities; improving the capacity of fire prevention and fighting forces; at the same time promoting propaganda and building a movement for the whole population to participate in fire prevention and fighting.

At the conference, delegates listened to the implementation of Decree 105 detailing 20 groups of assigned contents and specific implementation instructions such as: list of fire prevention and fighting management facilities, facilities with fire and explosion hazards; detailed regulations on safety conditions, inspection contents; roadmap for handling facilities that do not meet conditions; compulsory fire and explosion insurance to improve the effectiveness of fire prevention, fighting and rescue work.

Regulations on appraisal, acceptance of construction works, fire safety standards for all types of facilities, decentralization of inspection responsibilities and state management of fire prevention and fighting and rescue. Many of these contents are directly related to the responsibilities of local authorities, police forces, construction professional agencies as well as businesses and households.

The conference also agreed on solutions to strengthen inspection and supervision of fire safety in residential areas, production and business establishments, markets and high-risk areas; at the same time, develop and practice fire fighting, rescue and salvage plans, and establish volunteer fire fighting teams at the grassroots level. The special zone People's Committee requested units and localities to urgently develop plans and assign specific responsibilities to ensure Decree 105 is put into practice; contributing to maintaining security and order, protecting the safety of people's lives and property.

At the Conference, the Special Zone Police also provided instructions on reporting and updating data on fire prevention, fighting, and rescue.
