Empowering the commune-level government

Under the two-level government model, the commune level is given the authority to manage the agricultural and environmental sectors in the spirit of “Local decision, local action, local responsibility”. Timely provision of new knowledge and enhanced coordination between department-level experts and commune officials will help to quickly and effectively resolve work for the people.

In the environmental field, the People's Council at the commune level is currently proactive in allocating funds to carry out environmental protection tasks. The People's Committee at the commune level is empowered to manage industrial clusters and craft villages, manage waste and rural environment, respond to and recover from environmental incidents, manage the environment of industrial clusters and zones, etc. In particular, the Chairman of the People's Committee at the commune level is responsible for directing the response to environmental incidents, waste, and receiving environmental registration for projects and facilities, etc.

According to Mr. Huynh Huy Viet, an expert from the Department of Environmental Protection, these new changes are stipulated in Decree No. 131/2025/ND-CP of the Government on the delimitation of authority of two-level local authorities in the field of state management of the Ministry of Agriculture and Environment . In which, the commune-level authorities are assigned a total of 19 new tasks and authorities. Previously, the commune level was only one of the forces coordinating the implementation of tasks, but now the commune level has directly developed plans, completed plans and directed implementation.

The same is true for the agricultural sector. The review of poor and near-poor households in the area; proposing projects to support the development of rural industries; preparing dossiers to recognize traditional craft villages; participating in the Council for appraising dossiers to approve support for projects linking production and consumption of agricultural products... used to be under the district level, but now the commune level authorities are responsible for it. Ms. Nguyen Thi Thanh Tam, an expert from the Department of Rural Development, said: The commune level will handle the matter directly, faster and more closely. Because they are close to the people, they will effectively manage the large area after the merger.

Commune level participation in approving production support projects will promote the practicality of agricultural value chain models in localities.

To accompany the commune level, the Department of Agriculture and Environment has organized 2 training courses to guide officials of 102 communes and wards in the province on improving management work in the fields of agriculture and environment; at the same time, regularly organize working groups and inspections to the grassroots to grasp difficulties and point out solutions.

Mr. Mai Van Phuc, Head of the Land Management Department, said: "Not only do we guide commune-level officials about changes in management authority, we also review the effective directive documents of the two provinces of Phu Yen and Dak Lak before the merger to serve as a basis for resolving each specific land case. We also established two support groups in both the East and West of the province and publicized the phone numbers of the members. Commune officials who need guidance on how to resolve issues can call directly instead of making a written proposal as before."

Mr. Nguyen Viet Toan, an officer of the Economic Department of Phu Mo Commune, shared: "After being trained in new knowledge, I quickly grasped the work and performed more effectively the tasks in my area of ​​responsibility. I hope to continue to receive support to improve my professional qualifications to resolve administrative procedures faster for people."

According to Mr. Nguyen Thai Hoa, Deputy Director of the Department of Agriculture and Environment of Dak Lak, the staff and experts of the department and its branches and public service units have been focusing on guiding commune-level staff on new points and specific tasks stipulated in Decree No. 131/2025/ND-CP, Decree No. 136/2025/ND-CP, Decree No. 151/2025/ND-CP... In addition, the unit also discussed, received and proposed practical solutions to solve difficulties and problems at the grassroots level, aiming to synchronize and effectively manage the agricultural and environmental sectors in the whole province.
