On August 22, the Department of Education and Training of Ho Chi Minh City issued an official dispatch guiding the organization of the opening ceremony of the new school year and the implementation contents at the beginning of the 2025-2026 school year to the People's Committees of 168 wards, communes, special zones and nearly 3,500 schools from kindergarten to high school.

Do not hold the opening ceremony with the inauguration ceremony.

Accordingly, in preparation for the organization of the opening ceremony of the 2025-2026 school year, the Department of Education and Training of Ho Chi Minh City requires school principals to review conditions, arrange space, and equipment to broadcast live the national opening ceremony program, coordinate with local telecommunications and television units to ensure stable signals, high-quality images and sounds. Arrange audio-visual equipment to ensure enough for the entire school to attend and follow the opening ceremony program of the 2025-2026 school year.

Schools develop detailed plans to ensure safety, solemnity, and economy, in accordance with the actual situation of the unit. Note that the contents of the school's planned activities are organized concisely, ending before 8:00 or after 9:30.

  • From 8:00 to 9:30, all delegates, teachers and students fully attended the program organized by the Ministry of Education and Training;
  • Do not mobilize students before 7 o'clock;
  • For preschool level, based on actual conditions, organize "Children's Day to School" ending before 8 o'clock;
  • Only organize the opening ceremony in the yard for kindergarten children, the remaining classes watch live TV in the class group;
  • For newly built schools, do not organize the opening ceremony at the same time as the inauguration ceremony and do not mobilize students to attend the inauguration ceremony.

Ensure a safe environment for students

The Department of Education and Training requires schools to stabilize order and build an educational environment right after the opening ceremony of the new school year, organizing early-year activities appropriate to the age and actual conditions of the school.

Focus on the following contents: Focus on building school culture, ensuring school security and safety. Strengthen coordination with parents to create consensus and support the Ho Chi Minh City education sector to complete the school year's tasks.

Review and ensure facilities and teaching and learning equipment according to the requirements of the 2018 General Education Program.

Ensure the campus, landscape, and educational environment are "green, clean, beautiful, safe, healthy, and friendly"; pay special attention to toilets and the prevention of accidents, injuries, and school violence.

Transparency about school fees and programs

Organize widespread and transparent communication about student/class size, study time, school year plan and educational program.

Disseminate and popularize regulations and rules on inspection and evaluation.

Review and complete regulations, rules, student rules and information published on the school's electronic information portal.

Strictly implement regulations on financial revenue and expenditure management, publicize revenue and expenditure from the beginning of the school year.

Support poor, near-poor, and disadvantaged students; ensure that there is no shortage of textbooks.

Forcing students to wear uniforms is strictly prohibited.

The Department of Education and Training also strictly prohibits schools from forcing students to make or buy school uniforms, but only regulates uniform designs so that students' families can equip and purchase them themselves, avoiding waste.

Develop a school education plan at the same time as reviewing and evaluating the implementation results of the unit's proposed educational development strategy.

Carry out quality assurance, assessment and inspection activities of educational quality according to regulations of the Ministry of Education and Training.

Implement democracy and accountability in managing educational activities.

The Department of Education and Training also emphasized that in the new school year, schools need to coordinate with students' families, organizations and individuals to build and implement educational activities voluntarily and consensually.
