The Sustainable Forest Management and Biodiversity Project (VFBC) is implemented within the framework of cooperation between the Government of Vietnam and the United States Agency for International Development (USAID) to contribute to achieving strategic goals of reducing greenhouse gas emissions, adapting to climate change, enhancing forest resource management and conserving endangered flora and fauna.
The project is implemented in the provinces of Lao Cai, Son La, Hoa Binh , Thanh Hoa, Nghe An, Quang Tri, Quang Nam and 3 national parks including Cuc Phuong, Bach Ma, Cat Tien. In Quang Tri, the VFBC project is implemented from June 2021 to June 2025, including 2 components: sustainable forest management and biodiversity conservation.
As a result, after nearly 5 years of implementation, the project has achieved important results, contributing significantly to the common goal of protecting forest resources, reducing greenhouse gas emissions, conserving diversity and improving livelihoods for local communities.
Accordingly, the project has supported the development and implementation of forest management and protection plans in 5 communities with an area of over 4,000 hectares, contributing significantly to reducing forest degradation and improving forest quality; promoting the application of sustainable forest planting models, encouraging farmers to process vegetation without burning on an area of 1,000 hectares, and supporting nearly 4,500 hectares of planted forests to be granted FSC certification.
Support the development and consolidation of an inter-sectoral coordination mechanism between forest rangers, police, local authorities and communities, enhancing the effectiveness of forest protection and handling of forestry violations; training and capacity building for hundreds of forest rangers, police and prosecutors, creating a solid foundation for the law enforcement system related to forests and wildlife; gradually modernizing the management, monitoring and supervision of forest resources through supporting the application of SMART tools and PFES monitoring software.
Building and developing sustainable agricultural and forestry value chains such as Arabica coffee, medicinal plants, tung oil... to help hundreds of farming households and cooperatives improve their income; encouraging and supporting capital, technology, and markets for start-up models and initiatives led by women and ethnic minorities, contributing to promoting gender equality and inclusive development; supporting community ecotourism activities in Chenh Venh village, Huong Phung commune, Huong Hoa district.
Implement creative communication activities such as the “Son Da coffee” model, communication campaigns, community events, contributing to raising awareness, changing behaviors related to wildlife consumption and environmental protection.
Support the implementation of assessment activities, institutional capacity building and forest governance systems, especially at the Management Boards of Nature Reserves and Protection Forests. Thereby helping to improve management efficiency, towards fair, transparent and participatory forest governance. At the same time, many coordination mechanisms, technical guidelines, and action plans that can be maintained and replicated after the project ends are issued.
At the conference, delegates agreed to propose the need to replicate effective models that have been proven in practice locally, such as: the community forest patrol model with SMART application; developing the value chain of Arabica coffee, medicinal herbs, and tung oil; and the community ecotourism model in Huong Phung commune.
Land and forest allocation is linked to payments for forest environmental services. Promote mechanisms to attract the participation of enterprises, cooperatives, and community groups in developing value chains and consuming agricultural and forestry products in the project area, focusing on supporting women-owned enterprises and start-up businesses of ethnic minorities.
It is recommended that the project, technical partners and donors continue to accompany the locality in perfecting mechanisms and policies to ensure the sustainability and long-term impact of intervention activities.
