The conference was chaired by Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man.
The conference was connected online from the central bridge (National Assembly House) with more than 750 delegates attending in person and connected online to 33 bridges in provinces and cities (National Assembly delegations, Provincial People's Councils), 14 bridges of the State Audit in the regions; 3,321 Commune People's Councils watched live via My TV Channel with about more than 6,000 participants.
Attending the Conference were Politburo member, Prime Minister Pham Minh Chinh; Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission Le Minh Hung; Politburo member, Secretary of the Party Central Committee, Head of the Central Inspection Commission Nguyen Duy Ngoc; Politburo member, Minister of National Defense, General Phan Van Giang; Politburo member, Minister of Public Security , General Luong Tam Quang; Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi City National Assembly Delegation Bui Thi Minh Hoai; Party Central Committee Secretary, Director of the General Department of Politics of the Vietnam People's Army, General Trinh Van Quyet; Party Central Committee member, Vice President Vo Thi Anh Xuan.
On the National Assembly side, there were members of the Party Central Committee, members of the Standing Committee of the National Assembly Party Committee: Vice Chairman of the National Assembly Nguyen Duc Hai; Vice Chairman of the National Assembly Nguyen Thi Thanh; Vice Chairman of the National Assembly Vu Hong Thanh; Vice Chairman of the National Assembly Le Minh Hoan... along with more than 750 delegates who are senior leaders of the Party, State, National Assembly, Central Committee of the Fatherland Front, along with Central organizations, National Assembly deputies, civil servants, and public employees of the National Assembly system, the State Audit and the National Assembly Delegation of Hanoi City.
Speaking at the opening of the Conference, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man respectfully thanked General Secretary To Lam and all delegates for taking the time to attend today's very important Conference.
The conference is an activity demonstrating the National Assembly's determination in digital transformation in public service performance; implementing the specific direction of General Secretary To Lam: to implement methodically, have a set of documents, organize training, and evaluate so that each person clearly sees their responsibilities, needs, and serves the work more effectively.
The conference aims to equip knowledge, skills, raise awareness and action on digital transformation for all National Assembly deputies, officials, civil servants and public employees; proactively apply technology in daily work, especially in law-making, supervision activities and decision-making on important issues.
The National Assembly Chairman emphasized that since the beginning of the 14th National Assembly's term, there has been an information technology infrastructure, applying "Electronic National Assembly 1.0", providing National Assembly deputies with modern tools on tablets, initiating "paperless" National Assembly sessions, contributing to improving efficiency and professionalism in parliamentary activities.
On November 15, 2024, the National Assembly's Digital Transformation Steering Committee was established, chaired by a Vice Chairman of the National Assembly. On May 13, 2025, the National Assembly Standing Committee issued Resolution No. 1637 approving the National Assembly's Digital Transformation Project for the 2025-2030 period, creating a foundation for implementing digital transformation in a systematic, comprehensive, scientific, effective and transparent manner.
The National Assembly Chairman stated that, inheriting the previous term in building an e-National Assembly, the National Assembly has upgraded and deployed the application "National Assembly 2.0" with outstanding improvements (developed by Viettel Group in coordination with a group of experts from Singapore) and many new utilities.
Typical features include: quick text search and access, step-by-step full data update, user-friendly interface, online document sharing among delegates, direct text content lookup, text summary without having to read each page.
In particular, the new application integrates an AI virtual assistant: supporting information lookup, allowing login by fingerprint, voice; sending text queries; converting voice to text, removing tape and recognizing voices by region.
"Thanks to the National Assembly App 2.0, it contributed to the recent Eighth and Ninth Sessions, in which the National Assembly reviewed and passed a very large number of Laws and Resolutions with high consensus among National Assembly deputies," the National Assembly Chairman affirmed.
Currently, the electronic document management and administration system has been connected to the national document axis, allowing work to be processed anytime, anywhere, integrating digital signatures and work progress tracking tools. This application will be expanded to People's Councils at all levels and National Assembly delegations in the coming time (connecting from the Central to local levels; providing textbooks and documents; coordinating training, education, etc.).
Recently, the Standing Committee of the Science, Technology and Environment Committee chaired and coordinated with relevant agencies and experts to develop a set of documents on the Digital Knowledge and Skills Framework for the modern National Assembly. The content is elaborate, carefully reviewed, and fully complies with State regulations, serving the training and education work, ensuring the right people, the right needs, and the right job positions.
According to the National Assembly Chairman, the application of new science and technology will certainly encounter difficulties, so we cannot be satisfied with existing products, but must constantly listen, continue to update, edit, supplement, and upgrade; at the same time, we hope that delegates will share experiences and contribute ideas so that the Digital Popular Education - Digital National Assembly movement can be effectively and substantially implemented in the coming time.
