On the afternoon of September 13, speaking at the Symposium on “Digital Literacy - Digital National Assembly : Framework of Digital Knowledge and Skills for the Modern National Assembly”, General Secretary To Lam emphasized that data is the “vital force” of digital transformation. Without correct, sufficient, clean, and live data, artificial intelligence will suffer.

General Secretary To Lam said that when the Politburo was preparing to issue Resolution 57 on scientific and technological breakthroughs, innovation and digital transformation, he pointed out the worrying reality of the large proportion of people and officials who did not have a firm grasp of digital transformation knowledge. Therefore, following Uncle Ho's example, the General Secretary encouraged all people to actively participate in the "Digital Literacy for All" movement.

According to comrade To Lam, the National Assembly Party Committee's implementation of the "Digital Education for the People - Digital National Assembly" movement shows that the National Assembly leadership has been very proactive, serious and has a strategic vision in organizing the movement, ensuring that it closely follows the Central Committee's direction and is in line with the practical activities of the National Assembly.
“With high political determination and a methodical approach, the National Assembly can completely achieve and exceed the set goals (by 2025, at least 40% of National Assembly officials and deputies will be granted the "Digital Education for the People - Digital National Assembly" certificate; by 2026, 100% of officials and deputies will complete the program and meet digital skills standards on the VneID platform", the General Secretary emphasized.

In the coming time, General Secretary To Lam proposed that the National Assembly Party Committee disseminate and deploy the movement "Digital Education for the People - Digital National Assembly" to the People's Councils at provincial and communal levels; completing the goal of universalizing 100% of basic digital knowledge and skills for all National Assembly deputies, officials and civil servants by 2026.
"I believe that if 100% of National Assembly delegates and officials become "exemplary digital citizens" who know how to skillfully apply technology, the results of the National Assembly's activities will increase "exponentially", the General Secretary affirmed.
To develop digital literacy and apply science and technology to the country's activities, according to the General Secretary, it is necessary to focus on directing 6 key areas that the Steering Committee for the implementation of Resolution 57 on science, technology development and national digital transformation has pointed out.
Specifically, in terms of law, it is necessary to transform from paper-based thinking to digital transformation. The legal system must also transform; create conditions for digital transformation to be implemented well in all jobs, in social life and continue to perfect the system to create conditions for the entire population in digital transformation activities. In addition, there must be good digital infrastructure and information technology.

"If we talk about digital transformation without data, it means there is no digital transformation. That is clear. Data must be correct, sufficient, clean, and alive. If it is sufficient, it will only last for a while; if it is not alive or clean, it will not work either. Dirty data will produce dirty results. Therefore, data must be cared for, nurtured, and supplemented every day," the General Secretary pointed out.
The General Secretary also noted the need for confidentiality, security and safety. "If we do it for free, someone else will take it over. Revealing secrets is even more dangerous and people will not trust or support us because their participation will result in their personal information being revealed," the General Secretary emphasized.
