Cai Be commune was established on the basis of merging the entire natural area and population of Cai Be town, Dong Hoa Hiep commune and Hoa Khanh commune of the old Cai Be district. The administrative headquarters of Cai Be commune People's Committee is located at the old Cai Be district People's Committee; the Party Committee is located at the old Hoa Khanh commune; Cai Be commune police are located at the old Cai Be district police.

According to the leader of Cai Be Commune People's Committee, the rearrangement of administrative units into a new Cai Be commune is completely reasonable and appropriate. Because these are adjacent administrative units with road traffic connections, with similar conditions for economic , cultural, social and tourism development.
After the merger, Cai Be commune has favorable conditions to concentrate investment resources to develop synchronous transport infrastructure, improve service quality for the people. At the same time, it helps the management and operation of the new commune to be more effective, creating conditions to attract investment, develop tourism , contributing to promoting socio-economic development for the commune.

The atmosphere in Cai Be commune on the day of the announcement ceremony of the Resolution and decisions of the Central and local governments was solemn. On the main roads, red flags with yellow stars were hung solemnly, representing the important political event of the locality, creating a brilliant color and exciting atmosphere.

Mr. Nguyen Van Hoa, a resident of Cai Be commune, shared: “I have great faith and expectation in the appearance of a new commune with the essence of Cai Be. I hope that the locality will pay more attention to developing garden tourism and preserving traditional craft villages that previously had great potential in the old Cai Be district but had not yet been fully exploited.
In particular, the locality needs to pay more attention to preserving and developing Cai Be floating market, a long-standing feature of the river region. This is an attractive destination for tourists, which needs to be preserved and invested in properly.
Along with that, there needs to be a solution to develop tourism from ancient houses, which are inherently the long-standing identity of Cai Be people. I think, if properly invested, more tourists will come, people will also have more income, and life will certainly be better."
Mr. Nguyen Van Ut, a resident of Cai Be commune, said that after the merger, Cai Be commune has a larger scale and a larger population, so the need for infrastructure, especially transportation, has become more urgent. Therefore, the locality needs to prioritize investment and upgrading inter-commune roads, rural bridges and the traffic system connecting the routes to create favorable conditions for people to travel, transport goods and develop production. A synchronous traffic infrastructure will be an important foundation to help Cai Be commune develop sustainably in the coming time.
Cai Be commune residents believe that with the attention and guidance of all levels, and the spirit of solidarity and consensus of the entire political system and the people, the locality will soon stabilize its organization and develop comprehensively.
