Proposal for new allowance regime for teachers from January 1, 2026
The Ministry of Education and Training is seeking opinions on a draft decree on salary policies, allowances, support policies, and attraction for teachers, when the Law on Teachers takes effect from January 1, 2026.
According to the draft decree, teachers are entitled to preferential vocational allowances at levels ranging from 25% to 80%.
Of which, the rate of 25% applies to teachers teaching in universities, academies, colleges, junior colleges and training schools of ministries, ministerial-level agencies, government agencies, Party organizations, socio-political organizations at the Central level and political schools of provinces and cities.
The 30% rate applies to teachers teaching in secondary schools; political training centers at the grassroots level; junior high schools, high schools, continuing education centers, and vocational education - continuing education centers.
The 35% rate applies to teachers teaching in primary schools; junior high schools, high schools, continuing education centers, vocational education - continuing education centers in communes in regions I, region II, ethnic minority and mountainous areas; island communes, border communes, and safe zone communes according to Government regulations.
The 40% rate applies to teachers teaching in pedagogical schools, pedagogical faculties in universities, academies, colleges, junior colleges; schools of education and training management staff; teaching political subjects in secondary schools.
The 45% rate applies to teachers teaching in preschools; teaching Marxist-Leninist sciences and Ho Chi Minh Thought in universities, academies, colleges; training schools of ministries, ministerial-level agencies, government agencies, Party organizations, socio-political organizations at the central level; and political schools of provinces and cities.
The 50% rate applies to teachers teaching in gifted schools for physical education and sports, gifted schools for arts; boarding schools for ethnic minorities; primary schools in communes in regions I and II in ethnic minority and mountainous areas; island communes, border communes, and safe zone communes according to Government regulations.
The 60% rate applies to civil servants and employees working as teachers in kindergartens in communes in regions I and II of ethnic minority and mountainous areas; island communes, border communes, and safe zone communes according to Government regulations.
The 70% rate applies to teachers teaching in ethnic boarding schools, specialized high schools, university preparatory schools; schools and classes for the disabled; educational institutions in areas with particularly difficult socio-economic conditions according to Government regulations...
In case of working at a reformatory school receiving national defense and security service allowance according to the provisions of law, if the national defense and security service allowance is lower than 70%, the employee will receive an additional percentage difference to achieve a preferential allowance of 70%.
The 80% rate applies to civil servants and employees working in teaching at preschools in areas with particularly difficult socio-economic conditions according to Government regulations.
Before November 30, put facilities 2 of Bach Mai and Viet Duc Hospitals into use.

The Government Office has just issued Notice No. 378 on the conclusion of Deputy Prime Minister Le Thanh Long during his visit and inspection of the investment project to build the second facility of Viet Duc Friendship Hospital and the second facility of Bach Mai Hospital in Ninh Binh.
According to the concluding announcement, the Deputy Prime Minister acknowledged, highly appreciated and commended the efforts of the Ministry of Health, the project management board, contractors and relevant ministries and agencies in organizing and implementing the work of the two projects; the results recorded at the two projects have had a clear change, especially at Bach Mai Hospital.
However, the implementation process still faces many difficulties and problems and there are no specific solutions to resolve them completely and promptly.
The Deputy Prime Minister requested the Ministry of Health, the project management board, contractors and relevant ministries and agencies to be more determined, make more efforts, be more proactive and focus more on intelligence and resources, synchronously, resolutely and effectively implement the tasks and solutions set out to achieve the goal of completing and putting the two hospitals into use before November 30 to serve the work of caring for and protecting people's health, avoid waste, and at the same time contribute to reducing hospital overload and improving the quality of medical examination and treatment.

Patient T. is the third child in the family, born naturally weighing 4.7kg. Immediately after birth, baby T. was monitored and treated with physical therapy. However, after 5 months, the baby can only lift his shoulders slightly and has very limited movement in his elbows, with poor recovery ability.
The baby underwent microsurgery to transfer nerve to restore arm function. This is a highly specialized technique, performed by a team of doctors from the burn and orthopedic department of Children's Hospital 2.
Dr. Nguyen Thi Ngoc Nga, burn and orthopedic department, Children's Hospital 2, said: "The goal of treatment is to help the child gradually recover important functions such as raising the shoulder, bending the elbow and moving the fingers. After surgery, the child will continue intensive physical therapy to optimize recovery."
